- The United States Army Corps of Engineers (USACE) is officially conducting market research that will be used to support the Architect-Engineering (A-E) Acquisition Strategy. In accordance with FAR Part 10.002 (b) (1) - Market Research (Procedures) (b) Market research is then conducted to determine if commercial items or nondevelopmental items are available to meet the Government's needs or could be modified to meet the Government's needs. (1) The extent of market research will vary, depending on such factors as urgency, estimated dollar value, complexity, and past experience. The contracting officer may use market research conducted within 18 months before the award of any task or delivery order if the information is still current, accurate, and relevant. The previous survey exceeds 18 months therefore a new survey is required. This survey is specific to Construction Management Services (CMS). FAR Subpart 36.6 (Brooks Act) will apply to any possible awards. CMS is required to support construction management activities for construction contracts at military installations throughout the Savannah District. Required services include a broad range of engineering and construction activities including (but not limited to) assistance and guidance to field offices, construction QA inspection and reporting, review of contract documents and shop drawings, review of Network Analysis Schedules (NAS) and QC plans, and investigation and reporting of construction contractor claims. CMS contracts are used to supplement field personnel when no Government employee is available or does not have the expertise to perform the requirement. Selection and use of a contractor vs. the Government workforce is requirement specific. Participation in the Request for Information (RFI) process is important in that it makes USACE decision-makers aware of the capabilities that exist in the market. Your response is a key factor in the development of the acquisition strategy. Responses will be collected via the online questionnaire only. Data collected will become the property of the USACE, and will be used to provide a snapshot of how businesses who participated are capable of providing A-E Services (CMS). USACE does not claim or suggest participation in this questionnaire will result in consideration or award of a federal contract. Participation in the questionnaire is entirely voluntary and non-participation will not affect the consideration of any company for future federal contracts.
