Description
This amendment is issued to the Solicitation to change the NAICS Code from 238290 to read 336611, and to make other changes as shown within. The Contracting Division, Code 410, Portsmouth Naval Shipyard, Kittery, ME. intends to issue a contract utilizing 100% small business procedures with Firm Fixed Price provisions for weight handlers (riggers) support services to provide qualified personnel capable of performing the typical tasks identified in the Performance Work Statement in support of various types of 688 class submarine overhauls. The planned location for services is Portsmouth Naval Shipyard, Kittery, Maine. The estimated level of effort is approximately 4,368 straight time labor-hours and no more than 780 overtime hours (total hours - approximately 5,148) from 09 June 2014 to 30 Sept. 2014. Overtime hours will be authorized as determined necessary by PNS. The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items, FAR Subpart 13.5 - Test Program for Certain Commercial items and FAR 19.5- Small Business Set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 336611, Ship Building and Repair, the Size Standard is 1,000 Employees. A complete Request for Quote package will be available for downloading at the following websites: www.fbo.gov. on or about 15 May 2014. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the Offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the Systems for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
