- The Architect of the Capitol (AOC) is posting this sources sought announcement for acquisition planning relative to a bronze and stone conservation and restoration project under the jurisdiction of the Capitol Grounds. Interested parties should demonstrate knowledge and experience in the cleaning, repair, patination and application of protective coatings for historic monumental outdoor bronze sculpture and in fabrication and installation of new bronze castings; and knowledge and experience in the cleaning, pointing, repair, and consolidation of historic marble structures and the carving, fabrication, and installation of replacement marble. All interested candidates should submit capability statements for consideration. Construction is funded and estimated to start June/July timeframe 2014. The project requires the conservation and restoration of the bronze and stone of the General Ulysses S. Grant Memorial located in Union Square of the United States Capitol Grounds (CG), in Washington, DC. The on-site bronze conservation/restoration includes cleaning, repair, patination, and application of protective coatings for two large sculptural groups (Artillery and Cavalry), one equestrian statue (Grant), four reclini ting lion statues, two relief plaques and six drain caps, and the fabrication and installation of missing bronze elements. The stone conservation/restoration includes cleaning, pointing, repair and consolidation of the stone base and stepped plaza of the Memorial, and the fabrication of new stone elements. The Contractor will be responsible for all access needed to perform the work and for protection of the memorial, and surrounding site materials. A management plan, schedule, scaffold plan, product submittals, samples, mock-ups, and completion report will be required. Some portions of the stone restoration may be accomplished by the Agency's Construction Division. Phased coordination of work is required. CONTRACTOR QUALIFICATIONS Submit firm and personnel experience and project examples that illustrate experience and qualifications to perform bronze and stone conservation and restoration, as follows: Part I Bronze Conservation Minimum Offeror Qualifications PART 2 stone Cleaning minimum offeror Qualifications Part 3 Stone Restoration minimum offeror Qualifications Part 4 Stone Consolidation Treatment minimum offeror Qualifications Part 5 Management plan Part I Bronze Conservation Minimum Offeror Qualifications: The Conservator performing and overseeing the bronze cleaning, repair, finishing, patination, coating, overseeing the fabrication of bronze sculpture, and managing the project, shall hold Professional Associate or Fellow status with the American Institute for Conservation (AIC) and have a minimum of 10 years of experience in the conservation of historic outdoor bronze sculpture involving a scope and scale similar to the current project description. The firm and designated key personnel shall provide examples of 3 successfully completed projects, similar to the described work of this project. The Patineur performing the bronze patination shall have a minimum of 10 years of experience in the cleaning, coating, and artistic patination of historic outdoor bronze sculpture and shall provide 3 project examples similar in scope to the work of this project. The Foundry casting the replacement bronze elements shall have a minimum of 10 years of experience in the casting of bronze similar to that required for this project and shall provide 3 project examples similar in scope to the work of this project. Firm Experience: For each of the three specialist firms noted above provide a description of the 3 projects completed by the firm within the past 10 years. Experience submitted must be prime contractor experience. For each project experience, provide the following information: a. Project name and location. b. Contracting Agency/Client. c. Point of Contact with current telephone number and/or e-mail. d. Project Schedule to include dates of award, contract completion date, and actual completion date - you may provide explanation for the differences. e. Key personnel/subcontractors/fabricators involved and their specific experience. Also note if other of the submitted specialist firms worked on the project. Mark with an (*) the projects carried out by the personnel who will perform the work of this project. Provide resumes of key personnel (Conservator & Patineur) demonstrating described minimum experience requirement under Part 1. State number of years of experience in cleaning and repair of bronze sculpture. f. Key fabricator(s) (Foundry) involved and their specific experience. Provide a resume of foundry experience demonstrating minimum experience qualification requirement under Part 1. g. Brief description of the project including materials and methods used. Explain how the completed project is similar to the scope of this work. h. Project cost estimate and actual project cost - you may provide explanation for any modifications i. Before, during and after photographs of the bronze to the extent they are available. Maximum of 1 page of photos per project. Can be multiple photos per page. j. Conservation Issues - Point out those relevant to the current project description. k. Provide juried awards, is available l. Provide a copy of a sample Conservation Treatment Report with photographs showing the bronze before, during and after treatment. PART 2 stone Restoration: Stone Cleaning minimum Offeror Qualifications: The masonry cleaning shall be performed by a firm technically qualified and experienced in the cleaning of historic masonry. Submit the following information demonstrating the offeror's qualifications and experience in the cleaning of historic marble buildings for consideration. All submitted experience qualifications shall be examples of cleaning of historic marble buildings or monuments that are at least 50 years old. The projects shall have been performed on white marble and shall have used the same cleaning materials, equipment and techniques as described for this project. The same qualification project may be provided proof for more than one qualification, if multiple procedures listed below were used. Indicate ALL applicable methods for each submitted qualification project. A. Submit written record of three WATER cleaning projects completed within the past ten years where chemical and water cleaning has been completed on marble. B. Submit written record of three LASER cleaning projects completed within the past five years where the contractor has completed laser pulse cleaning on white marble. C. Submit written record of three MICRO-AIR ABRASION cleaning projects completed within the past five years where the contractor has completed micro-air abrasion cleaning on white marble. D. Submit written record of three COPPER STAIN REMOVAL projects completed within the past five years where the contractor has completed copper stain removal cleaning on white marble. For each of the four methods (water, laser, micro-air abrasion, copper stain removal) listed above provide three examples of each, identifying experience in the cleaning methods above. Submit the following: a. Submit the name of the building or monument project b. Provide the scope and date of the work performed c. Identify the name of the architect, owner or supervisor d. Provide the approximate cost of the work e. Provide a maximum 3 sentence description of the materials and methods used to perform the work. f. Identify responsibilities of key personnel (by discipline) for each project. (For example, described as "the conservator's responsibility in this method is....) Part 3 Stone Restoration minimum offeror Qualifications: The stone restoration shall be performed by a firm technically qualified and experienced in the repair of historic stone similar to the work of this project. Submit the following information demonstrating the contractor's qualifications and experience in the pointing, patching, Dutchman repair and stone carving for approval by the Architect. Contractors and individuals not submitting the required information or failing to meet the minimum requirements will not be allowed to perform the work. Submit written record of five stone restoration projects completed within the past ten years for marble buildings at least 50 years old. The projects shall be similar to the work of this project and shall have been performed on materials the same as for this project. A minimum of three of the five projects shall demonstrate expertise in stone carving and Dutchman repair of marble. a. Submit the name of the building/project b. Scope and date of the work performed c. Name of the architect, owner or supervisor d. Approximate cost of the work e. Description of the materials and methods used to perform the work. f. Description of the key personnel's responsibilities for each project Part 4 stone Restoration: Stone Consolidation Treatment minimum offeror Qualifications: The stone consolidation shall be performed by a firm technically qualified and experienced in the application of the consolidation materials specified. Submit written record of five stone consolidation projects completed within the past 10 years for marble buildings or monuments at least 50 years old. The projects shall be similar to the work of this project and shall have been performed on materials the same as for this project: Submit the following information demonstrating the contractor's qualifications and experience in consolidation of white marble for approval by the Architect. Contractors and individuals not submitting the required information or failing to meet the minimum requirements will not be allowed to perform the work. a. Submit the name of the building or monument project b. Scope and date of the work performed c. Submit the name of the architect, owner or supervisor d. Provide the approximate cost of the work e. Provide a description of the materials and methods used to perform the work. f. Provide a description of the key personnel's responsibilities for each project. Part 5 Management plan: a. Submit proposed management team, identifying key personnel (by discipline) and their roles to manage this particular effort. b. Provide an organizational chart diagramming the relationships and hierarchy on the team and potential subcontractors. Submission: Interested parties shall submit a pdf of their capabilities package via email to Falvasha Alghussain at falghussain@aoc.gov no later than close of business on June 9, 2014 at 5PM. Information will be evaluated and may be used for a follow on solicitation without further notice.
