- Space and Missile Systems Center(SMC) Development Planning Directorate(XR) Modeling, Architecting, Concept Development, Science & Technology (MACST) & Mgmt Ops Performance Work Statement Request for Industry Comments Solicitation Number: 14-074 NAICS Code: 541330 Classification Code: A Description / Purpose: This draft Performance Work Statement (PWS) for SMC/XR's MACST & Mgmt Ops requirement establishes the requirements for contractor-provided services to the Space and Missile Systems Center (SMC) Development Planning Directorate (XR) located at Los Angeles Air Force Base (LAAFB), El Segundo, California. The scope of this draft PWS consists of XR's decision support and project execution efforts in systems engineering and architecting across the directorate as well as management operations such as security, information management and Human Resources support. As an OASIS Small Business STS-2 task order, this effort is subject to STS-2 requirements. STS-2 will require contractors to provide expertise and experience to accomplish a broad range of technical A&AS. The services fall into three categories: • Engineering Management, • Technical Acquisition, & • Space and Ground Radar/Optical Systems Background: The Space and Missile Systems Center, Development Planning Directorate, (SMC/XR) at Los Angeles Air Force Base, California (LAAFB), is seeking input from industry for Systems Engineering and Technical Assistance (SETA) services as identified in the draft PWS attached. These SETA services shall be performed in various locations, to include Los Angeles AFB and Kirtland AFB. Work under the proposed effort is tentatively scheduled to commence in December 2014 and may continue for up to 5 years. Please be advised that the draft PWS includes and is not limited to the following services/areas: This draft PWS applies to services required to deliver XR's Cross-Enterprise Architecting, and Systems Engineering Management, and include: Analytic Framework and Analysis; Interoperability, Compatibility, and Suitability; CONOPS; Current and Programmed Capabilities; Alternative Concepts and Architectures; Enabling Technologies and Investments; Development Plans; Enterprise-level Modeling, Simulation, and Analysis; Systems Engineering and Control Tasks; Track enterprise risks and opportunities; Innovation Oversight; Science and Technology Management; Integration Environment; Technology Transition; Demonstrate, Test, Evaluate and Verify enterprise requirements and interfaces; Integrate and analyze enterprise schedules; and Acquisition Support. This Draft PWS also applies to services required to provide management operations, security and MS&A infrastructure support to SMC/XR and include: Personnel Security, Industrial Security, Information Security, Operations Security, Communications Security, Program Protection Planning, Physical Security, International, Information Assurance and Sensitive Compartmented Information (SCI), Video Teleconferencing Systems, Both Unclassified and Secret level Decision Support Lab (UDSL/SDSL) support, Distributed Interactive Simulation Network (DISNet) support, Both Unclassified and Secret Defense Research Engineering Network (DREN/SDREN) support, DARPA Secret Wide Area Network (DSWAN) support, Top Secret/SCI Modeling, Simulation & Analysis Network (TS/SCI MS&A Network) support and Mission Systems Certification & Accreditation (C&A). The Government would like to collect industry comments/inputs on the draft PWS, which will be considered prior to the release of an official PWS. Please provide any comments to this draft PWS by 2 June 2014. This is a request for industry comments only and does not obligate the Government to reimburse any cost associated with preparation and/or submission of this information. Nor does this request guarantee the Government will issue your company a Request for Proposal (RFP) or award a contract for supplies or services. Instructions for submittals are provided below. Responses: A minimum DoD security clearance of SECRET (with some personnel up to TOP SECRET/SCI) will be mandatory for all personnel supporting this effort. Responses should address any actual or potential Organizational Conflicts of Interest (OCI) and, if possible, address mitigation strategies. The response shall not exceed 5 total single-sided pages in length. Efforts should be made to be as concise as possible while still capturing all relevant information. All responses must conform to 8.5x11-inch pages, with font no smaller than 12 point and margins no wider than one inch. (The cover page/table of contents pages is not part of the response and will not count against the page limit). This request for comments is for acquisition planning purposes only. Responses from small business and small, disadvantaged business firms are highly encouraged. This request for input is for information and planning purposes only and does not constitute a Request for Proposal (RFP). Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. The Government will not recognize any costs associated with submission of the inputs.
