- SCOPE OF WORK FRENCH LAKE CULVERT DEBRIS REMOVAL CONTRACT 1. Location. French Lake culvert is located in the southwest corner of Lake Onalaska on the Lock and Dam 7 embankment (see map attached). Directions from I-90; get off on Exit #2 head north on County Rd B approximately mile to Fanta Reed Road, turn left on Fanta Reed Road going West to the stop sign, take a right at the stop sign (Lakeshore Drive) heading north to Spillway Drive, take a left on Spillway drive to Bay shore drive, take a left on Bay shore drive then and immediate right into the public access where the culvert is. The purpose of this culvert is to provide aerated water from Lake Onalaska to French Lake, located on the downstream side of the dike. The intake gets plugged by aquatic vegetation, reducing water flow to a trickle. Should this condition persist into the winter, hypoxic conditions are likely to develop within French Lake, resulting in a winterkill of fish found there. 2. Background. Vegetation and other debris floats into the culvert throughout the open water season (April - November); Over time this material gets hung up on the trash rack, plugs the culvert, and limits the amount of water passing into French Lake. The build-up can become so severe that it completely prevents water from passing through the culvert. 3. Basic Work Description. The contractor shall furnish all labor, materials, and supplies necessary to ensure that the trash rack is clear enough of debris that it allows a minimum of 10 cubic feet per second (cfs) of water to pass through( historically this required no less than 4 site visits per week). The rack should be cleared in a manner that allows water to pass through the culvert and normally consists of working vegetation out of the trash rack, removing woody debris, and freeing the rack of any other natural or man-made debris that floats into the intake. Traditionally this work has been completed using either basic landscaping tools (e.g. rake, shovel) or by hand. The period of performance for this contract is 01 April- 31 March, the period of onsite performance is 01 April - 30 Novenmber. 4. Measurement and Payment. The contractor will submit a detailed invoice after each month of work. Payment will be made after it is determined that water was able to flow through the culvert throughout the month. 5. Safety. The Contractor shall comply with all safety and health requirements as outlined in the Corps of Engineers Safety and Health Requirements Manual (EM 385 1 1) and OSHA Safety Standards to ensure the safe working conditions for his employees and other workers at the site. The Government assumes no liability from the contractor's performance of the contract work.
