- The Federal Aviation Administration (FAA) intends to award a single source Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to Vista Research, Inc., 2231 Crystal Dr., Suite 515, Arlington VA. The Federal Aviation Administration Logistics Center (FAALC) has a requirement for Maritime Surveillance Radar (MSR) Support and Maintenance in support of Customs and Border Protection (CBP) within the Department of Homeland Security (DHS). Purpose of Announcement: In accordance with the FAA Acquisition Management System paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The FAA intends to purchase maintenance and support services for existing Northern Border MSR equipment developed/integrated by Vista Research. The MSR system in use contains, in part, Vista Research proprietary hardware and software. No other known vendors can provide the required integrated support for the existing MSR system. The anticipated contract will contain a one-year base period and four one-year options. The proposed NAICs code for this acquisition is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a size standard of $19M. This announcement is for informational purposes only, not a Solicitation/Request for Proposal. A competitive solicitation is not available for this procurement. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
