Description
Military Sealift Command- Washington, DC (MSC-DC) intends to issue a Firm-Fixed-Price Contract to a single source under the authority of FAR 13.106-1(b)(1)(i), on or about 01 June 2014 to The Glosten Associates (Glosten). The period of performance will include approximately six (6) months of services. The purpose of this contract is to procure specialized engineering support to conduct Finite Element Analysis (FEA) and develop work items, itemized estimated costs and installation drawings for the modifications required to correct the existing directional thruster intake casing cracks onboard USNS Howard O. Lorenzen. Glosten is the only contractor that can reasonably satisfy the necessary requirement due to its specific and unique experience related to the thruster intake casing cracks on USNS Howard O. Lorenzen. Glosten was closely involved with the initial design of the USNS Howard O. Lorenzen directional thruster tunnels as a subcontractor to the Government Contractor. In the performance of the design effort, Glosten developed Finite Element Models (FEM) of the area experiencing cracking as well as drawings and other relevant engineering analyses that will be required to perform this task. Awarding this effort to any company other than Glosten would result in unacceptable delays and substantial duplication of cost. This procurement is a FAR Part 12 acquisition being conducted using simplified acquisition procedures as defined in FAR Part 13. Simplified acquisition procedures apply. The North American Industry Classification System (NAICS) code for this requirement is 541330 with the size standard of $35.5 million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within 5 calendar days of publication of this notice, shall be considered by MSC. All responses must be submitted to the Government point of contact at the email address lisa.bouchelle@navy.mil. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
