- The Peace Corps intends to award on sole source basis bridge contract to Globecomm Systems, Inc. 9898 Brewers Ct, Laurel, MD 20723, for Very Small Aperture Terminal (VSAT) for seven (7) countries within the Africa and Pacific regions. The Peace Corps is currently working on the follow-on contract which is expected to be awarded through full and open competition. In the interim between the expiration of the current Peace Corps' contract and the award of a follow on contract, Peace Corps intends to solicit its immediate requirement from Globecomm Systems, Inc. on a sole source basis to prevent interruption of this critical services. The sole source bridge contract will allow Globecomm to continue provide critical internet and broadband services that are required to maintain the operations at these seven (7) Posts. Without continues VSAT services at these locations, there would be no Internet access to these Posts, making day to day operations impossible. Specifically, the anticipated Firm Fixed Price (FFP) contract will be limited to procuring, supplies and services to maintain the present Peace Corps network of iDirect Evolution based VSAT stations, 24/7 network monitoring and help desk services, installations of new VSAT stations and performance of technology refresh. The NAICS code for this procurement is: 443 -- Electronics and Appliance Stores/443142 -- Electronics Stores The period of performance of the contemplated bridge contract will be 12 months, which is anticipated time it will take to award the follow-on competitive contract. The Peace Corps anticipates releasing the Solicitation for the follow Contract by the end of the fourth quarter of GFY 2014. The contract will be awarded pursuant to 10 U.S.C.2304(c)(1) and the Federal Acquisition Regulations 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This Notice of Intent is not a request for proposals. This notice of intent is for information purposes only; therefore, no solicitation will result from this announcement. All capability statements received within 3 days after publication of this notice (21 May 2014) will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide services outlined above. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable source is Globecomm Systems Inc.
