Description
The USDA, Agricultural Research Service (ARS), Pasture Systems and Watershed Management Research Unit (PSWMRU), intends to negotiate solely with Picarro, Inc., in Sunnyvale, CA under the authority of FAR 6.302-1, to furnish and deliver a High-Precision Isotopic Water Analyzer System that is capable of measuring stable isotopes in liquid water, continuous water vapor, and solid materials. The system shall include: 1) L2140-i Isotopic liquid water and continuous analyzer for δ 18 O, δ 17 O, and δD of water and vapor, and δ 18 O and δD of solid materials, 2) A0325 Autosampler, 3) A0211High precision vaporizer, 4) A0901 19" LCD Monitor, 5) A0921 Dry gas kit for all iH2O analyzers, 6) packaging and handling, and 7) Live, Remote Start-up Training and on-going support.. The new High-Precision Isotopic Water Analyzer System is the only system found that can meet our requirement to measure the stable isotopes δ 18 O, δ 17 O and δ 8 D in liquid water and continuous water vapor and δ 18 O and δ 8 D in solid materials. The system will be used for automated extraction of soil and plant waters requiring off-line cryogenic distillation of the sample material. It shall be automated to provide efficient and safe method for isotopic analysis of solid materials, and automatically measure stable isotopes of solid materials without prior extraction of water. The equipment shall be compatible with an ARS-owned Picarro A0213 IM-CRDS Analyzer and a Picarro L2120-I Isotopic Liquid Water & Certified Continuous Water Vapor Analyzer located in the University Park Water Quality Laboratory. The analytical requirements dictate use of this equipment to maintain consistency in formatting and reporting of results, and detection thresholds. This will ensure that existing databases will be maintained at the most accurate and reproducible levels when new data is added in the future. This equipment with be used in ongoing scientific research to develop tools, practices, and technology that conserve and protect water resources in cranberry production systems for the USDA, ARS, PSWMRU Laboratory in East Wareham, MA 02538. Required Delivery is 90 Days ARO. Shipping is FOB Destination. Warranty is one-year parts and labor. The NAICS Code is 334516 with a size standard of 500 employees. This procurement is Set Aside 100% for Small Business. This is not a request for proposal. No solicitation is available. Companies with the demonstrated and financial capacity to provide and service such equipment and warranty must submit a written substantive statement outline the Company's and systems' capabilities, available service agreements and consumable (including price lists). This announcement and any other documents related to this procurement will be available electronically at the internet site http://www.fedbizopps.gov. The Contractor is responsible for monitoring the FBO website for information relating to this requirement. Offerors will be responsible for downloading their own copy of these documents. Contractors are required to acknowledge receipt of all Amendments (if any). If no affirmative responses are received within 10 calendar days of publication of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Picarro, Inc. under the authority of FAR 6.302. A RS requires that all contractors doing business with the Acquisition Office must have an "Active Registration" in SAM (System for Award Management).
