- The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b), with Fondriest Environmental, Inc. to purchase five (5) YSI 6600-M multi-parameter sonde with bulkhead connector, medium depth, conductivity, turbidity, temperature and Rhodamine sensors. Fondriest Environmental, Inc. is an authorized distributor for YSI. The nature of the acquisition requires a vendor that possesses the unique capabilities of supplying a broad range of components and subsystems to complete our present gaps in existing YSI inventory so as to assemble complete monitoring systems for green infrastructure research in various US locations. The components and subsystems must be compatible with our existing YSI inventory, which we have built up over the years, and because our USGS (in both OH and NE) partners use YSI gear. These units must be compatible to communicate with each other. We have had issues in the past with different brands that are unable to ?talk to each other?, and compatibility issues with sensors when calibrations and specifications are different. EPA currently has five YSI 6600 sondes in inventory and requires five additional matching units with the capabilities to measure turbidity, pH, temperature, dissolved oxygen (DO), oxida tion reduction potential (ORP) and conductivity, with the addition of a Rhodamine sensor, so that we have full coverage for watershed and GI projects. Rhodamine is a trace dye placed in a designated stream, drain or other streamflow, and then the concentration is measured at a downstream location with a Rhodamine sensor. This will provide accurate measures of discharge and show proper mixing in water. Based on the above, the exact units are needed to fulfill the government?s requirements. YSI does not directly sell their equipment, but uses regional vendors, with only one vendor in each region. Sondes take a lot of abuse in the field. Ready access to technicians and parts is essential to maintain contiguous monitoring for the different sampling periods, which will include storms. EPA has identified Fondriest Environmental, Inc. as the only contractor in the region able to meet the requirements of this procurement. Fondriest Environmental, Inc., is the only authorized distributor in Ohio, Indiana, Michigan, Kentucky, West Virginia and Western Pennsylvania to sell, service and upgrade this equipment. This procurement will be accomplished under FAR Part 12 Commercial Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered by the agency MUST submit documentation to the office identified in this notice. Documentation must be submitted within 15 calendar days of the date of publication of this notice.
