Description
Dear Potential Offerors: The U.S. Agency for International Development (USAID) Mission to Pakistan intends to solicit international firms meeting USAID source and nationality code 937 for the negotiation and award of a contract for work of "Environmental and Social Impact Assessment (ESIA)" for the proposed Diamer Bhasha Dam Project. The DBDP is an extremely large scale reservoir type Hydro Power Project (HPP) which requires a significant amount of related safeguards work to be accomplished. The Environmental and Social Impact Assessment (ESIA) will address the environmental, socio-economic and cultural situation at the project site, and identify potential significant adverse environmental and social impacts, including the project's impact on the entire river cascade and other areas of Pakistan. The ESIA will also identify and seek to propose measures to enhance intended beneficial impacts and outcomes. The Government of Pakistan (GOP) has already carried out several technical (engineering, environmental, and social) and preliminary financial feasibility studies for the DBDP. Substantial effort and financing has gone into the preparation of these documents. However, in order to raise funds for this mega project, it is necessary to ensure that the existing studies in terms of technical and financial feasibility and more importantly the environmental and social analyses and the resettlement plans have been prepared and conducted according to the requirements usually prescribed by international donor funding organizations. In support of the GOP efforts related to DBDP, USAID/Pakistan has also funded "Data and Information Collection and Review and International Tender Documents for Diamer Bhasha Dam Project Studies." All reports from this "rapid data sweep" will be made available during the ESIA. USAID anticipates awarding a cost reimbursable contract for the ESIA service. USAID will be posting a Request for Proposals (RFP) on FedBizOpps in June 2014. The period of performance for this contract is expected to be two years. The range of this requirement is valued between $16.5 million and $17.2 million. Interested parties are advised to follow-up on the posting of RFP. The Mission do not entertain questions at this time.
