- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Quantum Analytics, 3400 East Third Avenue, Foster City, CA 94404-1101. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 750 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Quantum Analytics, 3400 East Third Avenue, Foster City, CA 94404-1101 for a Frontier Multi-Mode Pyrolyzer Instrument. Services are being procured under FAR 13.5, Simplified Acquisition Procedures. The FBI Laboratory has a requirement for a Pyrolyzer that can interface with an Agilent Gas Chromatography/mass spectrometer. The FBI Laboratory needs this system for paint, tape and polymer analysis for a wide variety of casework and other high profile investigations. The Quantum Analytics System has unique capabilities that will increase sample throughput which will have positive impact on the quality of data and tools that will aid ongoing investigations. The system that is sold by Quantum Analytics and manufactured by Frontier Labs has unique capabilities: • Frontier employs a ceramic micro furnace design that is unique to only this manufacturer. Because of this design, the temperature reproducibility with in ±0.1°C. This will impact the reproducibility of the analysis; • This system utilizes a vertical micro furnace and the sample introduction to furnace does not utilize any rotating valves. Systems that utilizes rotating valve is more prone to frequent leaks and requires higher maintenance; • System is capable of achieving temperature from ambient room temperature +10°C up to 1050°C in 1°C increments with ± 1°C stability; • System is capable of performing multiple analyses on the same sample (e.g. multiple thermal desorption followed by pyrolysis); • System utilizes reusable deactivated stainless steel cups whereas other systems uses quartz tubes that are packed with glass wool for a one time use only; • System is capable of graphical display that dynamically indicates where the sample cup is during the sequence and display actual and set point temperature during the run; • This system also has the capabilities of interfacing other accessories to extend the capabilities of the system such as: o Evolved Gas Analysis (EGA) o Reactive Pyrolysis o Multi-step thermal desorption o Thermal desorption followed by pyrolysis o Heart cuts based on the EGA thermograms o UV irradiation • Manufacturer provides a standard 2 year warranty on its instrumentation with no additional cost; • Manufacturer also utilizes an F-Search library Ver 3.3 that includes the polymer and additives library that the FBI Laboratory considers more comprehensive than others. The unique capabilities provided by the Quantum Analytics System will increase sample throughput and have a positive impact on the quality of data and tools that will aid ongoing investigations for the FBI Laboratory. This system is needed for the mission of the FBI Laboratory that will increase the completion rate of the number of cases getting done. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, May 21, 2014, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. All vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. In addition, the FBI will be using a new financial system on 10/01/2013 that has a direct interface with the SAM. If any current FBI vendor data conflicts with SAM Data, the information contained in SAM may override our current information on 10/01/2013. Please ensure that your company's SAM information updated and accurate. This includes TIN, EFT, DUNs, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
