- Description
- In accordance with FAR 5.203 & FAR 36.213-2, the Government hereby publicizes a Notice of Proposed Contract Action for the Front Range Simplified Acquisition of Base Engineering Requirements (SABER) solicitation. The 21st Contracting Squadron, Peterson AFB, CO is issuing this pre-solicitation notice for the Front Range SABER construction program. The Government plans to award up to three (3) separate Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, consisting of a broad range of maintenance, repair and minor construction work on real property at the locations listed below. Individual, firm-fixed price task orders will be issued. Significant sub-contracting opportunities can be expected in a variety of trades to include, but not limited to: roofing, electrical, plumbing, carpentry, roadwork, painting, and masonry. The total program value of the acquisition will not exceed $275,000,000 and falls between the magnitude of $250,000,000 and $500,000,000 in accordance with DFARS 236.204. The location of work will cover multiple installations including Peterson Air Force Base, CO; Fort Carson, CO (to include Piñon Canyon, Bldg 20,000, and Pueblo Chemical Depot); Schriever AFB, CO; Cheyenne Mountain Air Force Station, CO; United States Air Force Academy, CO (to include Farish Memorial Recreation and Bulls Eye Auxiliary Airfield); Buckley AFB, CO, and FE Warren AFB; WY. The tentative dates are provided are provided informational purposes: • Request for Proposals: 21 May 2014 • Receipt of Proposals: 20 June 2014 • Contract Start Date: 2 March 2015 • Performance Period: One (1) base year, plus four (4) individual option years, for a total of five (5) years All applicable contract documents will be posted on FBO with the solicitation. A site visit of all installations is anticipated to occur between 3-5 June 2014. Contractors will be required to provide the names of attendees for the site visit, not to exceed two (2) per offeror, in accordance with the solicitation instructions. The solicitation will confirm all necessary details for the site visit. It has been determined that competition will be limited to 8(a) firms located in Colorado and Wyoming, and other 8(a) firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code of 236220. All other 8(a) Business Development Participants are deemed ineligible to submit offers. The intent of this Notice is for informational purposes only and does not constitute a request for proposal. This Notice is not a formal solicitation. The Government does not intend to award a contract on the basis of this Notice, nor otherwise pay for information which is submitted as a result of this Notice.
