Description
The Department of Health and Human Services, Program Support Center, Division of Acquisition Management intends to issue a Request for Proposal (RFP) for a Contract on behalf of the Administration for Children and Families (ACF) for Cross-Center Evaluation of Children's Bureau Capacity Building Services for Public Child Welfare Agencies Tribes and Court Improvement Programs. This is a Pre-solicitation notice and not a Request for Proposals (RFP), thus no proposals are currently being requested and should not be submitted at this time. The contract will have a twelve (12) month base period with the potential for four (4), twelve (12) month option periods. No proposals are requested at this time, this is a Pre-solicitation notice only, the solicitation requirements and contract documents to include instructions to offerors and the response date for proposals will be available with the Request for Proposal. Description: The purpose of this contract is to develop and implement a cross-center evaluation of three providers: the National Capacity Building Center for Public Child Welfare Agencies, the National Child Welfare Capacity Building Center for Tribes, and the National Center for Legal and Judicial Excellence in Child Welfare (Centers). The Centers are expected to provide expert consultation, transfer knowledge about effective and promising practice, and promote positive change in child welfare systems. CB hopes to better understand the effects of these providers' services on State, Territorial, and Tribal systems, and consequently, CB is procuring an evaluation of these initiatives that is expected to be both informative and rigorous. The Children's Bureau (CB) in the Administration for Children and Families (ACF) is interested in procuring the services of a Contractor to develop and implement an evaluation of three service providers: the National Capacity Building Center for Public Child Welfare Agencies, the National Child Welfare Capacity Building Center for Tribes, and the National Center for Legal and Judicial Excellence in Child Welfare (Centers). The Centers are expected to provide expert consultation, transfer knowledge about effective and promising practice, and promote positive changes in child welfare agencies and courts. CB hopes to better understand the effects of these providers' services on State, Territorial, and Tribal child welfare systems. This "cross-center" evaluation will employ a utilization-focused approach to answer key evaluation questions about the activities, processes, collaboration, and effectiveness of the Centers in their efforts to successfully build capacity and facilitate changes in organizational performance and outcomes for children, youth, and families. In close partnership with CB, the Centers, and other stakeholders, the Contractor will develop an evaluation plan; manage and enhance a data collection system; provide evaluation-related technical support; collect qualitative and quantitative data; assess and analyze data; report findings; and disseminate information. The Contractor will prioritize the practical applicability of evaluation findings for program improvement. 17.
