- Request for Quote DTNH22-14-Q-00273 This is a SOLICITATION for other than commercial items prepared in accordance with the format in FAR Subpart 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most current information in reference to this acquisition. The National Highway Traffic Safety Administration (NHTSA), Office of Acquisition Management (OAM) is issuing this solicitation, number DTNH22-14-Q-00273, as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-73 effective April 29, 2014. This requirement will be awarded as other than commercial item under the procedures outlined in FAR Part 13. The NHTSA intends to award a Firm-Fixed price purchase order on a competitive basis. The proposed contract action is for a study on the " Valuation of Fuel Economy of Medium Duty/Heavy Duty Vehicles. " The Contractor shall document as to how Original Equipment Manufacturers (OEMs) value fuel economy when designing their vehicles, how customers of commercial medium-and heavy-duty (MD/HD) vehicles value fuel economy and how this valuation affects the design process and customer acceptance of fuel economy technologies. The results of this study will be used to model the response of manufacturers and customers to future MD/HD standards. All interested and responsible sources may submit a quotation which will be considered by the agency. All offerors who can provide the stated requirement should submit a quote for consideration. The North American Industrial Classification System (NAICS) code for this procurement is 541990, "All other Professional, Scientific, and Technical Services", with a small business size standard of $14.0 million. The Product Service Code for this procurement is B599, "Other Special Studies & Analyses." This competitive award has a four (4) month performance period to fulfill the work requirements in accordance with the Statement of Work.
