- This Synopsis is for a requirement of supply management, from source of supply to the point of customer acceptance, with an emphasis on improving wartime effectiveness, peacetime efficiency and audit readiness. Technical capabilities for these services include: an in-depth knowledge of petroleum supply chain management, inventory accountability, inventory account reconciliation, and to have the capability to investigate fuel losses independently. This requirement is further defined in the attached draft Performance Work Statement, (PWS). As part of its market research, DLA Energy is issuing this Notice to determine if there exist an adequate number of qualified, interested, contractors, capable of providing these services described in the attached. The Government may use the responses to this Synopsis for planning, acquisition strategy development and/or informational purposes. The draft PWS describes only the currently contemplated possible scope of services and may vary from the work scope in a final PWS included in any if an acquisition follows. The anticipated period of performance is one (1) year base with four (4) one year options. This Synopsis is only for the purpose of identifying potential sources as part of DLA's market research. It is possible that a solicitation may not result from this Notice. If an RFP is issued for this requirement, it is expected to be issue on or around June 16, 2014. At this time there is no commitment by the Government to issue an RFQ/RFP, make an award or awards. Please include your business size and contact information.
