INL Senior Management Advisor Washington, DC Issuance Date: 05/15/2014 Closing Date: 05/22/2014 SOLICITATION NUMBER: PSC-14-017-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. PLACE OF PERFORMANCE: Washington, DC 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: Background The Department of State (DOS) Bureau for International Narcotics and Law Enforcement Affairs (INL) is charged with developing strategies and programs to achieve international narcotics control and law enforcement foreign policy objectives. The development, implementation and oversight of a management control program are integral to ensure that INL overseas programs have adequate guidelines to maximize program efficiency and effectiveness. Purpose This individual serves as a senior management advisor for the Executive Director/Controller and the INL/RM Deputy Executive Directors on a myriad of issues relating to the state of project management in INL programs, financial management, organizational control planning, process development, and implementation and direction of a management control program encompassing the Bureau's international operations. The advisor has primary responsibility for developing best practices within INL overseas sections and assisting INL/RM with implementing those practices by advising and training domestic and overseas staff. Relationship The Advisor is under the supervision of the Division Chief of INL/RM/PA&E. Essential Duties and Responsibilities: a. Provide comprehensive operational leadership and direction in financial management and planning. Serves as the Bureau's specialized authority on all aspects of overseas financial management and controls. b. Analyze and develop project management recommendations for INL overseas programs using department and bureau guidelines including the three INL program management guides (INL Project Design Guide, INL Results Framework Guide, and INL Performance Management Guide), current monitoring and performance guidance from INL/RM/PA&E, and best practices from the project management professional body of knowledge. c. Work closely with INL/RM's Budget Execution (INL/RM/BE) Division to strengthen the knowledge and expertise of the domestic financial analyst teams with respect to usage of the Department's overseas financial systems and processes. Provide assistance in resolving questions, concerns, and post-specific issues that are posed by Financial Management Officers (FMO), and INL or post management officers, and program officers. d. Liaison with INL implementers to inform them of the Bureau's expectations for project and financial management to be conducted on all overseas programs and INL's reporting requirements (including any new report templates that must be used by the implementers). e. Identify project and financial management risks for current INL programs in all regions of the world where INL implementers are operating. Report those risks to the relevant INL program office as well as INL/RM/PA&E. f. Provide advice and guidance to the Division Chief, Executive Director and other senior managers, including the INL Assistant Secretary and Deputy Assistant Secretaries, in carrying out a management control program for the Bureau's overseas programs. Initiates studies and implements programs directed toward improving oversight and control procedures for overseas programs to ensure efficiency and economy of operations. g. Provide operational leadership and direction in planning, developing and administering a comprehensive control program for overseas programs. Serves as the Bureau's specialized authority on all aspects of this program in support of management controls. h. Manage the preparation and presentation of reports to the Executive Director, Deputy Assistant Secretaries, the Assistant Secretary, or higher level management officials throughout the Department. Reports are prepared in accordance with the needs of management, the requirements of laws and regulations, and established policies. i. Coordinate, review, and evaluate vulnerabilities in the Bureau's control program, as they relate to overseas programs, and recommend internal controls to ensure conformance with the laws and regulations under which the Bureau's programs are administered. Develop innovative concepts and train managers throughout the region to assist them in implementing and overseeing their individual programs. j. Support the implementation of effective programmatic reviews and evaluations of overseas programs, including policies, procedures, standards, training, and methods for identifying needs for protecting property, personnel, facilities, operations, or material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage and loss. Identifies real or potential program implementation issues/challenges early, taking proactive steps to resolve these problems and/or making recommendations to senior INL and other officials on appropriate corrective or alternative actions to be taken. k. Monitor policies/programs, procedures, control systems, and methods with respect to financial management procedures as defined in the Federal Managers Financial Integrity Act along with Federal Acquisition Regulations. Monitors overseas program implementation and practices within specific organizations, and keeps the Executive Director and other managers apprised of problems and changes required to make programs more efficient and effective. l. Identify emerging program and policy issues related to management controls initiatives. Coordinates policy, and advises senior managers and staff of appropriate course to follow. Acts proactively to resolve any problems, identifying, investigating and taking corrective action on routine problems. In those cases where problems cannot be resolved within his/her realm of authority, makes recommendations to the Executive Director on appropriate corrective action, and implements actions upon approval. Complexity The work involves managing and providing financial expertise for project management in INL programs, financial management, organizational control planning, process development, and implementation and direction of a management control program encompassing the Bureau's international operations. The ability to perform complex analysis, meet short deadlines and to multi-task successfully is essential. Scope and Effectiveness The Advisor performs a broad range of tasks related to project and financial management. Personal Contacts The Advisor will provide advice and guidance to the Division Chief, Executive Director and other senior managers, including the INL Assistant Secretary and Deputy Assistant Secretaries, in carrying out a management control program for the Bureau's overseas programs. Minimum Qualifications: 1. U.S. citizen, obtain/maintain a Department of State Top Secret security and ethics clearance, and required to annual file OGE-450 on FDM. 2. A minimum of ten years' experience in the management control field, particularly as it relates to Foreign Affairs' program financial management, and the disbursement and accounting of funds, and program management responsibilities at overseas posts. 3. One (1) year of this experience must be equivalent to the GS-13 level in the federal service. 4. Ability to communicate effectively, both orally and in writing and to interact with individuals at all levels. 5. Bachelor's Degree from an accredited institution in a field related to business, accounting, financial or program management. 6. Mastery of the concepts, principles, practices, laws, and regulations which apply to financial management analysis and program administration for substantive foreign assistance programs and services including expert knowledge of OMB and congressional laws, regulations, policies and directives. 7. Demonstrated knowledge of theory, concepts, principles, practices of accounting or financial, and performance auditing, and in developing and presenting a large, complex program budget. 8. Skill in auditing and reviewing foreign assistance programs for effectiveness, efficiency, and compliance with statutes and administrative regulations. 9. Knowledge of the agency and INL's program goals and objectives, particularly as they relate to the operations of Bureau's programs to conduct contract and infrastructure development and execution activities for existing and new foreign assistance programs, and methods of evaluating the worth of program accomplishments. 10. Skill in interacting with other professionals and staff support personnel, in order to provide guidance and assistance and make recommendations on administrative effectiveness to include financial matters, organization effectiveness, process improvement (to include internal controls), records management, reporting, contract and procurement administration, and end-use-monitoring. 11. Demonstrated experience in an overseas working environment in the areas of general services, financial management or general administrative work, knowledge of DOS guidelines in these program management areas and the knowledge to conduct management control reviews of INL CN and LE programs. 12. Proficient in Microsoft Office Suite. 13. Ability to complete the Foreign Service Institute (FSI) Contracting Officer's Representative (COR) course successfully within 120 days of contract award. Evaluation Criteria: Factor 1 Offeror's ability to apply the concepts, principles, practices, laws, and regulations which relate to financial management analysis and budgeting in developing and implementing internal financial controls in budget execution and disbursement and accounting of funds for substantive programs. (20 points) Factor 2 Offeror's ability to provide project management guidance and assistance to other staff members, to INL overseas sections, to INL implementers, and senior management based on understanding of the theory, concepts, principles, and best practices from the project management professional body of knowledge. (20 points) Factor 3 Offeror's ability to formulate and/or implement policies for the accounting of funds (e.g. imposition of internal limitation on expenditures, tracking and monitoring requirements, and recommendations to senior managers on how best to account for program fund usage). (20 points) Factor 4 Offeror's ability to write and speak effectively in order to prepare, explain, and defend recommendations on financial management policies and procedures, discuss controversial issues, draft justification, argue proposals, and advise and guide program officials. (20 points) Factor 5 Offeror's ability to interact with other professionals and support personnel in order to provide guidance and assistance and to be able to make recommendations on program administration matters that affect the foreign assistance programs. (10 points) Factor 6 Past performance evaluation of applicant's ability to perform under a contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (10 points) Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
