- Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract with the SANS Institute, 8120 Woodmont Ave., Ste 205, Bethesda, Maryland 20814. The requirement is for SANS Curriculum and GIAC Certification. The NAICS code is 511210. The authority for this non-competitive award is 10 USC 2304(c) (1), only one responsible Source. Fort Gordon Defensive Cyberspace Operations (DCO) and Offensive Cyberspace Operations (OCO) have a requirement for a curriculum that provides training and preparation in the following courses: SEC401 Security Essentials Bootcamp Style SEC501 Advanced Security Essentials - Enterprise Defender SEC504 Hacker Techniques, Exploits & Incident Handling SEC561 Intense Hands-on Pen Testing Skill Development SEC573 Python for Penetration Testers The training is required to support the 25D Cyber Network Defender course. Training must cover all objectives required to prepare students for associated Global Information Assurance Certification (GIAC) certification exams (GCIH, GCED, and GSEC). The training packages must include testing for up to 112 students and retest attempts for up to 80 students for each of the required certifications. The training package must include: on-site presentation; all required print material; and distance learning course access for each course (required for advance studies). The training support package shall provide advanced technical information security expertise and knowledge not readily available in the US Army training inventory. This program shall prepare candidates for the emerging cyberspace-workforce specialty areas and the knowledge and expertise to utilize various tools to defend, monitor, detect, analyze, audit, and mitigate threats to the Global Information Grid (GIG) and LANDWARNET. Training shall focus on defending tactical thru strategic networks, wired and wireless telecommunications systems, and networks (enterprise-wide) at all echelons of cyberspace (terrestrial, air, and satellite) in support of US Army, Joint, Combined, and Coalition operations worldwide. Period of Performance shall consist of up to a 12 month period. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 07:00 a.m. on 20 May 2014, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. CLASS IS SCHEDULED TO START ON 1 JULY 2014.
