- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101 requiring the dissemination of information for proposed contract actions. The National Ground Intelligence Center (NGIC), under the contracting authority of the U.S. Army Intelligence and Security Command (INSCOM) intends to issue a sole-source, firm fixed price, purchase order to Forecast International for access to their databases. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. The NGIC will not be responsible for any costs incurred by interested parties in responding to this notice.
