Description

VA263-13-R-3042 A00001 (Attachment) Standard Form 1449 Block 20 "Schedule of Supplies/Services" which currently reads: 1.2 Full Time Equivalent (FTE) on-site; 0.55 (FTE) off-site; and After Hours Radiology Services for the Sioux Falls VA Health Care System in accordance with the Performance Work Statement, Section B.5. Period of Performance: See Schedule of Services, Section B.4. This is a hybrid FTE/per procedure requirement for Radiology Services under 38 USC 8153. See Proposal Submittal Instructions, Section E.2. Is hereby changed to read: 1.2 Full Time Equivalent (FTE) on-site; 0.55 (FTE) off-site; and After Hours Radiology Services for the Sioux Falls VA Health Care System in accordance with the Performance Work Statement, Section B.5. Period of Performance: See Schedule of Services, Section B.4. See Proposal Submittal Instructions, Section E.2. Paragraph 4.1.4 of the Performance Work Statement which currently reads: 4.1.4. Services Required - After Hours: Contractor shall provide After Hours (Schedule discussed in Paragraph 3.1.6) off-site interpretation coverage to include general radiology, CT/CTA, MRI/MRA, Ultrasound, and nuclear medicine coverage. Nuclear Medicine coverage to be provided by NRC licensed physician(s). After hours interpretations shall be accomplished via VPN (teleradiology) at the Contractor's facility. Is hereby changed to read: 4.1.4. Services Required - After Hours: Contractor shall provide After Hours (Schedule discussed in Paragraph 3.1.6) on-site or off-site interpretation coverage to include general radiology, CT/CTA, MRI/MRA, Ultrasound, and nuclear medicine coverage. Nuclear Medicine coverage to be provided by NRC licensed physician(s). After hours interpretations that are completed off-site shall be accomplished via VPN (teleradiology) at the Contractor's facility. Paragraph 4.7.2 of the Performance Work Statement which currently reads: 4.7.2 Provide general radiology and nuclear medicine services including specific services as follows: 4.7.2.1.Ultrasonography/Duplex scans - An estimated 3850 studies per year. 4.7.2.2.C-T scans, including CTA scans with 3-D reconstruction imaging. - An estimated 5500 studies per year. 4.7.2.3.MRI/MRA scans - An estimated 2600 studies per year. 4.7.2.4.All inclusive Interventional services capable of being performed at the VA Medical Center. - An estimated 150 procedures per year. 4.7.2.5.General Radiography- An estimated 18,000. 4.7.2.6.Nuclear Medicine (diagnostic and therapeutic) including SPECT/CT scans - 1300 studies per year. 4.7.2.7.DEXA- An estimated 200 studies per year. 4.7.2.8.Total volume of studies approximately 32,000 per year. Is hereby changed to read: 4.7.2. Provide general radiology and nuclear medicine services including specific services as follows: 4.7.2.1.Ultrasonography/Duplex scans - An estimated 3850 studies per year. This number includes an estimated 420 studies performed after-hours. 4.7.2.2.C-T scans, including CTA scans with 3-D reconstruction imaging. - An estimated 5500 studies per year. This number includes an estimated 790 studies performed after-hours. 4.7.2.3.MRI/MRA scans - An estimated 2600 studies per year. This number includes an estimated 5 studies performed after-hours. 4.7.2.4.All inclusive Interventional services capable of being performed at the VA Medical Center. - An estimated 150 procedures per year. 4.7.2.5.General Radiography- An estimated 18,000. This number includes an estimated 2,490 studies performed after-hours. 4.7.2.6.Nuclear Medicine (diagnostic and therapeutic) including SPECT/CT scans - 1300 studies per year. This number includes an estimated 5 studies performed after-hours. 4.7.2.7.DEXA- An estimated 200 studies per year. 4.7.2.8.Total volume of studies approximately 32,000 per year. Vendor Questions and Answers: Q - Can a contractor bid only the Off-Site and the After-Hours sections of the contract, (4.1.3 and 4.1.4)? A - This is an all or nothing requirement. Proposals that do not include the entire requirement will not be considered. Q - Can the Off-Site and After-Hours readings be billed on a per reading basis? A - As specified in the Schedule of Services and the Performance Work Statement, Off-Site and After-Hours services will be billed on an hourly basis. Q - If the Off-Site and After-Hours sections can be billed on a per reading basis, (rather than hourly), what are the projected volumes by modality? A - Off-Site and After-Hours sections will not be billed per reading. Q - Do you have any statistical records of the approximate number of exams per month for day time hours and for after hours? A - See Amendment to Performance Work Statement paragraph 4.7.2 above.
