Description
The U.S. Army Corps of Engineers Baltimore District is contemplating a Firm Fixed Price (FFP) Design Build Construction contract for the procurement of the SRM Building 2462 Roof Replacement at Fort Belvoir, Best Value/Trade-off procurement method. DESCRIPTION OF WORK: This project is to Replace the existing 162,000 square feet of ballasted EPDM roofing on Building 2462 (HQ Complex) with a Protected Membrane Roof (PMR) of minimum R-30 insulation value. Reuse existing stone ballast to maximum extent possible and add new ballast as required to secure roof assembly. Replace all roof drains and reset drains and scuppers to provide positive drainage without ponding. Coordinate installation of new flashing and counter-flashing at vertical surfaces with existing EPDM flashing to provide a waterproof assembly. Temporarily relocate existing mechanical and electrical piping, conduits, and equipment to install new PMR. Provide new piping, conduit, pipe insulation, heat tracing, and fasteners to this equipment after re-roofing. All equipment shall remain in-service during roof replacement with only short, scheduled outages as required to reconnect equipment to new piping and electrical circuits. The estimated magnitude of construction is between $1,000,000 and $5,000,000. The North American Industrial Classification System Code (NAICS) applicable to this requirement is 238160, with a small business size standard of $14 million. This procurement will be solicited as a 100% Economically Disadvantaged Women Owned Small Business (EDWOSB) set aside. Contract duration is estimated at 354 calendar days from Notice to Proceed (NTP). The Request for Proposal (RFP) will be available in electronic format only and will be posted on the Federal Business Opportunities (FBO) website at http://www.fbo.gov on or about 30 MAY 2013 with a closing date of 30 JUN 2013. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES.
