- S02 - Construction Drawings Set 3 of 3 Baltimore Bathrooms 2014 S02 - Construction Drawings Set 2 of 3 Baltimore Bathrooms 2014 S02 - Construction Drawings Set 1 of 3 Baltimore Bathrooms 2014 S02 - Construction Specifications REVISED Baltimore Bathrooms 2014 PERFORMANCE BOND SF 25 PAYMENT BOND SF 25 ICRA MATRIX AND IC PERMIT S02 - SECURITY REQUIREMENTS CONSTRUCTION SAC AND NON-PIV Balt Halls Walls 2014 S02 - Statement of Work 512-12-118 Baltimore Bathrooms 2014 VA-Construction-Solicitation VA245-14-B-0102 THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS. VISN 5 Network Contracting anticipates the award of a firm-fixed-price contract for the Baltimore VA Renovate and Repair Public and Staff Restrooms construction project No. 512-12-118, at the VA Maryland Health Care System at the VA Medical Center, 10 N. Greene Street, Baltimore, Maryland 21201. This project will upgrade all 170 existing public and staff restrooms and bring each restroom into compliance with current electrical, plumbing, mechanical and ADA requirements. The contractor will be responsible to provide all supervision, labor, materials, tools, and equipment necessary to complete all the work in accordance with drawings and specifications. The upgrades will include but are not limited to architectural features and finishes to meet ADA, along with MEP code, compliance/energy efficiencies upgrades such as ventilation, energy efficient lighting and sensor/low floor plumbing fixtures. Employee Identification and Security Clearance will be required for all contractor employees. Proper identification (valid citizen and non-citizen ID cards, valid passport or naturalization papers) will be required to go obtain the required access for the VA Medical Center. All work is to be completed within approximately 365 calendar days after the date of receipt of the Notice to Proceed. This includes final inspection and clean-up. The applicable North American Industry Classification System Codes for this procurement is 236220. To be considered a small business under this code the SBA size standard must not exceed $33.5 million. The construction cost range for the project is between $2,000,000 and $5,000,000. The Invitation for Bid (IFB) will be issued on or about April 30, 2014. All information for this solicitation will be posted on FedBizOpps http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings and subsequent amendments, if any. The solicitation will be issued pursuant to the authority of Public Law 109-461, 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Potential bidders MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website. All interested parties MUST be registered in the System for Acquisition Management (SAM) database and verified in the VetBiz Vendor Information Pages at vip.vetbiz.gov as a Service-Disabled Veteran-Owned Small Business (SDVOSB) firm, and must have current record in the Online Representations and Certifications Application (ORCA) prior to bid opening. You may register in VIP at http://vip.vetbiz.gov. To complete the Representations and Certifications within ORCA, go online at https://orca.bpn.gov. All interested contractors must ensure that their firms submit a Bid Bond at the time of bid submittal. Contractors are required to submit a completed self-performance worksheet and documentation from their insurance underwriter that specifies that the contractor in question has no more than three serious, or one repeat, or one willful OSHA or EPA violation(s) in the past 3 years and has an Experience Modification Rate (EMR) of equal to or less than 1.0.
