- United States Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Libelium Comunicaciones Distribuidas S.L. C/Mar a de Luna 11, nave 17(Instalaciones CEEIARAGON )C.P: 50018 Zaragoza (Spain) for the purchase a series of Libelium modular components interchangeable and inter-operatable component boards that feature the ability of modular construction with Open Source Design for full design control. The items shall be interchangeable without changing the connection pin configurations, development of stabilization circuitry, and utilize standard connectors for external device connections to include but not limited to: BNC, USB, micro-SD cards, etc. These sole source items are required to demonstrate multiple mesh networking communication configurations using different frequencies and hardware under a mesh network frame currently owned and developed by ERDC. The following are the criteria required for this purchase: Main/Base Layer of System: -2+ radio frequency simultaneous communications capability -5+ Analog inputs capable -5+ digital input/output capable -Direct connect GPS ready -Weight: under 150g -Power Usage Active: under 25mA -Power Usage Standby/Sleep: under 150uA -At least all of the following connectors: USB, UART or RS-232, and I2C -Power Requirements: 3-5V DC -USB Charging capable -Trickle Charge via external solar power capable and ready -Usable Temperature Range: Less than 15 F (-9.5 C ) AND more than 140 F (60 C) -Embedded sensors for self monitoring to include: temperature AND accelerometer Radio Frequency Requirements: Shall possess at minimum ALL of the following: -Modular Zigbee Radio -Modular 802.15.4 radio -Modular WiFi radio -Modular 900 MHz radio -Modular GSM Radio -Modular BluTooth Radio -Modular GPRS Radio -Modular 3G Radio Network Interface Device: Shall possess at minimum ALL of the following: - Modular gateway/hub with 4 or more communication types for communication with sensor network, local computer network, and with internet. This shall include modularity of at least the following: -WiFi -GSM (Quadband) -GPRS -3G -GPRS -GPS -BluTooth -Zigbee -820.15.14 -900 Mhz - DHCP configurations - Fixed IP configurations - Ethernet based TCP/IP AND UDP/IP Modular Sensor Capability: All listed required sensors must be available, AND shall already possess available interface boards with stabilization circuitry. -Beta AND Gamma Radiation sensor -Humidity Sensor -Airborne Dust Sensor -External microphone -Ultrasound distance range finder -Linear Displacement Sensor -Carbon Dioxide Sensor -Oxygen Sensor -Methane Sensor -Alcohol family sensor (i.e. methanol, ethanol, butanol, etc.) -Ammonia Sensor -Hydrogen Sulfide Sensor -Hydrogen Gas Sensor -Toluene Sensor -Water Flow Sensor (minimum max flow capability of 40 L/min) -Liquid Presence Sensor -Hall Effect Presence Sensor -Force Sensor -Pressure Sensor -Blank circuit board with common pin interface for integration design of ERDC owned hardware Open Source: Hardware and software must be fully modifiable with supporting documentation. Open source hardware has: -No licensing requirements -Available schematics free of charge -No usage restrictions -Freely available source code -No restriction on change of source code The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to preston.a.brent@usace.army.mil no later than 1:00 pm CST, Wednesday 21 May 2014. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
