- Description
- The Naval Air Warfare Center - Weapons Division (NAWCWD), China Lake intends to procure, on an other than full and open competition basis from Bell Helicopter Textron Inc., 600 E. Hurst Blvd. Hurst, TX 96053-8030 a five year Cost Plus Fixed Fee (CPFF), Indefinite Delivery - Indefinite Quantity (IDIQ) Task Order contract with an estimated level of effort of 25,220 hours per year or a total of 126,100 hours for the five-year period to provide Contractor Engineering Technical Services (CETS) Contractor Field Services (CFS). The acquired results of this requirement are to develop the technical skills and abilities of military and civilian personnel in the Department of Defense (DoD) who are responsible for the operation and maintenance of the H-1 series aircraft to include technical guidance advice to resolve unusually complex technical problems in support of Naval Air Technical Data and Engineering Service Command (NATEC). Bell Helicopter Textron Inc.is the original equipment manufacturer (OEM) and only source available with the requisite data and specific technical support personnel knowledgeable of this equipment to support the effort mentioned above. This notice of intent is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing these services for the operation and maintenance of the H-1 aircraft Avionics, Airframe, Powerplant, and Electrical systems, and associated support equipment at various sites my submit a written response by 30 May 2014, which shall be considered by the agency. The written response shall reference solicitatioin N68936-14-R-0105 and must clearly demonstrate the capability to respond to this requirement without detriment to the H-1 aircraft Avionics, Airframe, Powerplant, and Electrical systems, and associated support equipment and must include personnel specifically qualified to provide the services and show they have the requisite data (engineering, technical, software, etc.) to perform these services. Written responses shall be submitted by email to juliann.bell@navy.mil and debra.zamarron@navy.mil The RFP will be posted on or around 16 June 2014 and award of the contract is expected to occur in 30 September 2014.
