Description
***PLEASE CONTACT STEVEN SHAW WITH ANY TECHNICAL QUESTIONS OR TO SUBMIT CAPABILITIES TO steven.s.shaw@nasa.gov*** NASA/MSFC has a requirement for exposure time to high energy, high flux proton beams. NASA/MSFC intends to purchase the services from the Indiana University Cyclotron Facility (IUCF) on a Sole Source basis. IUCF's Radiation Effects Research Program (RERP) facility has been specifically designed to support the types of tests required for the Advanced Neutron Spectrometer (ANS) project and the development of this facility was supported by NASA/JSC. The IUCF facility is available in the time frame (July 28-30, 2014) to meet the short ANS schedule and is located in Bloomington, Indiana keeping travel time and expenses minimal. IUCF is the only facility that supports all the Governments requirements to meet accessible distance, testing schedule, and has the necessary flux, energy, and particle type to support the Governments requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 12:00 p.m. local time on May 23, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
