Description
The USDA Forest Service, Gifford Pinchot National Forest, intends to acquire by contract stream restoration activities designed to improve fish habitat. The work includes logging and hauling trees, with a minimum length of 50 feet, to be used in the installation of approximately 50 log clusters comprised of roughly 900 logs. The structures will be installed in Clearwater Creek. Project work site is located approximately 26 miles N.E. of Amboy, Washington (See Map). In Township 8N, Range 6E Sections 23,14, and 12. The project can be located by traveling northeast of Amboy on Highway 503 and continuing until the road turns into Forest Road 90. Continue for approximately 3.5 miles until the junction of Forest Road 83 and Forest Road 90. Turn left and follow Forest Road 83 for approximately 10 miles and turn left onto Forest Road 8322. Follow Forest Road 8322 for approximately 3 miles until coming to the Forest Road 8322700. Turn right onto Forest Road 8322700 continue for approximately.03mile. The logging unit is on the right side of the road and is tagged with timber boundary signs and flagged. This unit is approximately 46 acres. Near the end of Forest Road 8322 approximately.025 miles a skid is the access to the Muddy River floodplain. The logs will be transported approximately 1 mile to the confluence of Clearwater Creek. Then, logs will be transported to the top of the project location 1.7 miles up Clearwater Creek. A solicitation for this project work, following the procedures of FAR Part 13 for Simplified Acquisition Procedures, will be made available on this web site on or about May 30, 2014. The period for performance will be from July 1st, through August 30th, 2014.. This acquisition is 100 percent set-aside for small business concerns. The NAICS Code for this procurement is 115310 with a applicable size standard of $7.0 million. Offerors will be evaluated on price, experience, past performance and other factors. A single contract will be awarded to the offeror whose offer, conforming to the solicitation, is the best value to the government. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in SAM on the part of the offeror will render an offeror ineligible for award. Offerors may obtain information on the registration and annual confirmation requirements via the internet at http://www.sam.gov//.
