- Justification for Other Than Full and Open Competition PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Resolution Video, Inc., 265 Turkeysag Trail, Suite 115, Palmyra, VA 22963. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 611699, All Other Miscellaneous Schools and Instruction; the size standard is $10.M. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source, follow on contract to Resolution Video, Inc. In 2009 the Forensic Audio and Video Image Analysis Unit developed an FBI wide training class on the "Best Practices for the Retrieval of Video Evidence from Digital CCTV Systems." Resolution Video, Inc. was awarded a sole source contract for course content design, development, curriculum and instruction of that Best Practices course, and the web based training prerequisite. This is a follow on contract for the custom designed training specific to the FBI. Resolution Video, Inc. is the only provider of the required training. The "Best Practices" training includes basic concepts of digital recording system design, recording technology, recording output, native file formats, necessary equipment for best collection, proper standard operating procedures, and significant other functions used in digital video recovery. All procedures and guidelines have been established by the FAVIAU, in conjunction with RVI, to ensure the highest quality evidence is retrieved from DCCTV systems. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to this requirement to this office by 08:00 am, EST, May 022, 2014, by email to the attention of Margaret Einspahr, Contracting Officer, at margaret.einspahr@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. All vendors must be registered in the System for Award Management (SAM) to receive government contracts. The FBI financial system has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNs, addresses and contact information.
