Description
The General Services Administration(GSA) is seeking responses from TOTAL SMALL BUSINESS in order to determine interest in the following acquisition. The General Services Administration (GSA), Public Buildings Service (PBS), (WPSAF) has a need for GENERAL BOILER REPAIR: EMERGENCY RESPONSE for a base year and four one-year option periods (five years total) THIS IS MARKET RESEARCH/SOURCE SOUGHT NOTICE SEEKING INFORMATION ONLY. The General Services Administration Central Heating & Refrigeration Plant (GSA CHRP) provides steam and chilled water to over 100 government facilities in the Washington DC area. The General Service Administration Heating Operation and Transmission District (HOTD) has five (5) high pressure Boilers and one (1) Heat Recovery Steam Generator (HRSG) that produces 250 psi of saturated steam at 400F. Because the production of steam is GSA HOTD's sole purpose and main source of revenue, it is imperative to minimize, if not eliminate, down time caused by any failure during the operating season. Therefore, GSA HOTD needs a contract vehicle that requires a contractor to provide emergency response services that cover all possible failure points in a Boiler. The contractor is required to provide all labor, materials and equipment to provide the following specified repair services. Qualifications of Personnel performing or supervising welding work on plant boilers All personnel involved with the assembly, repair and alteration of power boilers, fabrication and/or field assembly, repair and alteration of pressure vessels and shop of field fabrication of boiler external piping must perform these tasks in accordance with American Society of Mechanical Boiler and Pressure Vessel Code (ASME Code), the National Board Inspection Code (NBIC) and applicable Jurisdiction rules and regulations. As such, the contractor must maintain a written Quality Control Manual outlining each QC Systems controls and processes applicable to the specific item(s) being constructed, altered or repaired. The QC System should ensure that all procedures and requirements of Codes and Jurisdictional rules are followed. The contractor will provide a copy of the Quality Control Manual to GSA as a condition of award and review processes with the project manager for each repair or alteration. The Quality Control Manual addresses and show compliance for each of the following: ASME Code Section I Symbol "S" Power Boilers ASME Code Section B-31.1 Symbol "PP" Boiler External Piping ASME Code Section IV Symbol "H" Heating Boilers ASME Code Section VIII Div 1 Symbol "U" Pressure Vessel NBIC Symbol "R" Repair and Alteration of Power Boilers The contractor shall further identify all key personnel identified with the Quality Control Manual such as the Quality Control Manager, Site Foreman Quality Control Inspector. In addition, the contractor shall verify that all welders test and maintain certification in accordance with ASME Code Section IX Welding and Brazing Qualifications.
