Description
The General Services Administration (GSA) Southeast Sunbelt Region 4 announces the opportunity for a Design-Build (D-B) Contractor shall provide professional design services and all labor, materials, equipment and supervision for the needed Eleven (11) elevator upgrades. The scope consists of new controls, door operators, hoistway equipment, cabin retro lobby fixtures, cab interiors, new hoist machines, refurbishment of historical hoistway doors and frame (including refinish, polish, filling of holes) and replacement of hydraulic jacks for the freight elevators. The project will also include upgrades to meet the latest code requirements at the Gene Snyder US Courthouse located in 601 West Broadway Louisville KY, 40202. The United States Post Office & Courthouse upgrades include new controls, door operators, hoistway equipment, cab interiors, new hall and car fixtures. The project will also include building to meet latest code requirements located at 101 Barr Street, Lexington KY, 40501. The Method of procurement for this requirement is full & open competition with set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). The estimated project magnitude is between $1,000,000 and $1,800,000. The North American Industry Classification System (NAICS) code applicable to this requirement is 238290 - Other Building Equipment Contractors with a Small Business Administration size standard of $14.0 million. The Period of Performance for this project is Seven Hundred Twenty One (721) calendar days. The elevator upgrades project in both locations at the Gene Snyder Courthouse & U.S. Post Office Courthouse will run concurrently. This project is to be awarded as a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as indentified in FAR PART 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet the stated government requirements. Award will be made using LPTA, source-selection procedures incorporating tradoffs between price-related and non-price related factors. Upon receipt and evaluation of all technical and price proposals, a formal selection of a firm will be that offers the greatest value to the Government based on a combination Price and non-price factors. For evaluation purposes, price factors when combined are more important than Technical. Failure of offerors to submit a technical offer will preclude from further participation on this acquisition. Award may be made without discussion. The non-price evaluation factors for the evaluation process are, in descending order of importance: The non-price factors include factor such as experience; past performance; staffing plan; key personnel in accordance with FAR 15.101.2. Potential offerors will be responsible for downloading the solicitation (Statement of Work, drawings, clauses and bid forms) and for monitoring the website for possible amendments and/or additional information.
