- The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with Schafter + Kirchhoff GMBH; Hamburg, Germany, on a sole source basis under the authority of FAR Subpart 13.106-1(b)(1) - Soliciting from a Single Source, for a fiberoptic laser beam distribution system for precision interferometry. The NIST Physical Measurement Laboratory (PML) Fundamental Electrical Measurements group in the Quantum Measurement Division is responsible for constructing a watt balance system which aims to be used as the national standard of mass. As part of the development and construction of this new instrument, NIST must assemble a world-class fiber coupled optical interferometry system to measure the moving coil velocity with relative precision and accuracy of a few parts per billion. NIST requires optical components and fibers for precision laser interferometry measurements using a frequency-doubled, iodine-stabilized Nd:YAG laser. The optical components consist of polarization maintaining fibers, fiber port clusters that can split the input light into four outputs, polarization maintaining fibers with vacuum feedthroughs that can carry the light from an optical table in air to a vacuum chamber, and adjustable collimators. Sources Sought notice AMD-14-SS27 was posted April 7, 2014 regarding this requirement. Market research has shown that Schafter + Kirchhoff GMBH is the only vendor that can meet NIST's minimum requirement. The NAICS Code is 334516- Analytical Laboratory Instrument Manufacturing with a size standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Schafter + Kirchhoff GMBH for this requirement in the 3rd quarter of fiscal year 2014. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
