Description
This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. The U.S. Army Corps of Engineers, ERDC Contracting Office intends to solicit and award on a sole source basis under the authority of FAR 13.106 to B & B Trucking Co Inc of Leesville, LA. The Impact and Explosion Effects Branch (IEEB), Geotechnical and Structures Laboratory (GSL), is conducting research for the United States Bureau of Reclamation (USBR) to quantify the response of embankment dams to explosive loading scenarios. As part of this effort, the USBR has tasked the IEEB with conducting a series of experiments to revise the Risk Evaluation computer program the USBR uses to evaluate at -risk dams in their inventory. The experiments require the construction of scale sections of the upper portion of a zoned embankment dam. The data generated from these experiments will be used to replace erroneous data currently used by the software. It is important that the materials used to construct the dam sections match the materials used to generate the original data points, thereby allowing the new data points to be directly compared to, replaced and, where applicable, used in conjunction with the prior data. The USBR needs to repopulate its risk evaluation software with blast load effects from a certain set of past blast load data. The USBR chose a class II base available from B&B Trucking as being the rock material that is closest to the shell material from their original blast data.
