Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) National Climatic Data Center (NCDC) is requesting information from industry and other non-Federal organizations (e.g., nonprofits, research laboratories, and universities) regarding ways to strengthen NCDC's participation in public-private-academic partnerships. Consistent with NOAA's support for expanding stakeholder outreach and engagement supporting the White House's Climate Data Initiative, NCDC seeks information related to advancing collaborations and partnerships for innovations. NCDC also seeks feedback on how to best make data, information, and other resources related to climate data and information products more readily accessed and understood by individuals, businesses, academia, and communities for the purpose of climate adaptation and resilience. NCDC is the Nation's trusted authority for historical weather and climate data and information (hereinafter referred to as "climate data" for brevity). An accurate understanding of the natural environment is essential to the country's socioeconomic health. NCDC is committed to encouraging a vibrant private sector participating in the development and delivery of climate data, products, and services to the public for the well-being of the Nation. Purpose of this RFI This Request for Information (RFI) seeks to identify ideas and opportunities to create new or strengthen existing partnerships between public, private, and academic organizations in order to more fully leverage NCDC's climate data to meet societal needs, including building a more climate-resilient society. Recent years have seen a dramatic rise in the demand for climate data to support decision making and a similar rise in the number of organizations that have needs for the data. Each organization with climate data needs should be able to have an effective two-way dialog with the Federal government, i.e., inform the government about the value of common climate data products for their industry sector and hear about Federal plans that may impact them. This dialog becomes increasingly complex as the climate data enterprise grows. One very productive outcome of these conversations could be an enhanced or new public-private-academic collaboration. NCDC recognizes the desirability of new ways to engage with non-Federal organizations to most effectively address a growing and changing demand for climate data products and information. NCDC is requesting information and ideas on how new or strengthened partnerships can facilitate the most effective communication and collaboration between Federal and non-Federal entities. While this request is focused on NCDC in particular, any thoughts on a broader enterprise involving other Federal sources of climate data are welcome. The information provided may or may not lead to any future requests for proposals, pilot projects, and/or public-private partnerships. Information Requested Interested organizations should review the topics below and submit a written response. •What constructs would add the most value to engagement between Federal and non-Federal entities on climate data and information products? Examples include, but are not limited to: oStrengthened or altered version of any existing organization(s) oA network of new or existing activities, e.g., organizations, agreements, advisory councils. oA combination of multiple activities. What combination or set of constructs would you suggest? •What would be the most valuable functions of such activities? •What would be the optimal approach for initial focus- international, national, regional, local, various sectors (e.g., energy, transportation), or other constructs (e.g., sea level rise, flooding, heat waves) and why? NCDC is providing all stakeholders an opportunity to respond to this RFI. This request is not a request for proposals. The Government will not reimburse the respondents for any costs incurred or otherwise associated with the information submitted in response to this request. All information submitted in response to this RFI may be shared inside and outside the Government. Written comments, no longer than five pages in length, must be submitted electronically as a PDF no later than June 27, 2014, addressed to James.McMahon@noaa.gov. Please do not submit marketing material.
