Description
NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Atlanta VA Medical Center 1670 Clairmont Road, Decatur, Georgia 30033 VISN 7, intends to award a sole-source contract to Center for Assistive Technology and Environmental Access (CATEA), Georgia Tech Research Corporation, 490 Tenth Street NW Atlanta, GA 30318. It will be a Firm-Fixed Priced, base with four (4) one year options contract for Professional Services. A specialty in stroke rehabilitation and accessibility and usability testing on rehabilitation technology is necessary to meet the unique demands of the participants in this project. The contractor will provide "Professional Services" - as defined by 29 CFR PART 541. Services to be performed include but are not limited to: testing usability and accessibility of the patient feedback survey platform website, testing the usability and accessibility of the robotic stroke therapies, training staff members in the use of the survey platform website, developing and inputting customized surveys for use on the Stroke Tele-rehabilitation project, implementing changes to surveys as required by the project coordinators for project compliance and usability, and exporting de-identified data. Due to the sensitive population this program impacts, Veterans who have experienced a stroke, and the prevalence of patient disuse of robotic rehabilitation technologies, it is especially important to evaluate the usability and accessibility of the survey platform and robotic therapies. A Contractor with expertise in the areas of accessibility and technology, including for persons with disabilities, is necessary. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals or a solicitation for offers. However, parties interested in responding to this notice shall submit technical data, including cost information, sufficient to determine capability in providing the same products/services to Joseph Leyte, Contract Specialist, at Joseph.Leyte@va.gov by May 28, 2014 at 1630 EDT. All capability statements received by closing of this notification will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement unless responses received dictate otherwise. The intended procurement will be classified under North American Industry Classification System (NAICS) 541712 with a Small Business Size Standard of 500 employees. This is for informational purposes only and not to be construed as a commitment by the government. Any information submitted to this notice of intent is voluntary.
