- Solicitation No. HC1019-14-R-0003, Project Mgmt Services, NCTS Guam This is a combined synopsis/solicitation for commercial services prepared in accordance with the Federal Acquistion Regulations (FAR) Subpart 12.6. This announcement is the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HC1019-14-R-0003 and is issued as a request for proposal (RFP). This is a Total Small Business Set-aside (100%) with an associated North American Industrial Classification Systems (NAICS) code for this procurement of 541519 and an associated business size standard of $25.5 million. Offerors must be registered in the System for Award Management (SAM). Proposals must address the performance requirements set forth in the Performance Work Statement (PWS). The Government will award a single purchase order to the responsible offeror whose offer conforms to the requirements as stated in this synopsis and is most advantageous to the Government based on the lowest price, technical acceptability and past performance.
