Description
NASA/GRC has a requirement for an Electrical Capacitance Volume Tomography (ECVT) prototype system to assist with a test measuring void fraction and velocity profiles during two-phase flow separation. NASA/GRC intends to purchase the items from TECH 4 IMAGING, 4171 Fairfax Dr., Columbus, OH 43220-4524.They are the designer and manufacturer of this system. Tech4Imaging is providing a prototype system with custom sensors and is assisting with a custom test for the NASA Glenn Research Center. The Electrical Capacitance Volume Tomography (ECVT) prototype system is needed to provide a 3D representation of phase concentrations within a custom made test section. The measurements from the ECVT system need to provide: (1) the volume fraction profile over a time history, especially during transient testing, (2) information about the gas core, and (3) the local void fraction (radial distribution) in the liquid layer. The ECVT system also needs to provide the velocity profile in the axial and angular directions. To NASA's knowledge, there are currently no commercial off-the-shelf instruments capable of providing these measurements other than electrical capacitance volume tomography (ECVT) system developed by Tech4Imaging of Columbus, Ohio. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Sole Source is under the authority of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 5/19/2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
