Description
The National Geospatial-Intelligence Agency (NGA) intends to award multiple Firm-Fixed Price contracts under Broad Agency Announcement (BAA) HM0210-14-BAA-0002 pertaining to the Accelerating Map of the World (AMoW) project. NGA is seeking innovating, actionable ideas and proposals that will enhance and accelerate the Map of the World Initiative. All awards will be based on merit competition. NGA's goal is to make awards under two research topic areas. This is a Research and Development effort and Basic Research, Applied Research, Concept Exploration, or Capability Demonstration will be considered. The NAICS codes for this procurement includes 541712, Research and Development in the physical, Engineering and Life Sciences, but other NAICS codes may apply as well. The period of performance will not exceed period of 9 months with no option periods. NGA encourages small businesses and universities to propose under this BAA. NGA also strongly encourages and accepts proposals from collaborations of entities (industry and industry, industry and university, university and university, etc.) because research in multidisciplinary Topic Areas may require forming teams with strengths in multiple science and engineering fields. This BAA solicits ideas in two Topic Areas: Topic Area 1 is divided into two sub-topics, Employing Linked Data Technology and Conflating Data from Varying Sources and Topic Area 2 Developing a Framework for User Generated Content (UGC). To access the BAA please go to http://acq.westfields.net (ARC). The ARC has recently changed to ARC 2.0 which will require everyone to create a new account. New users of the ARC must first register (using the "Create New Account" button on the ARC homepage) and obtain a user identifier and password to access the site. Organizations of all kinds also can register (using the "Register Company" button on the Web page) for future unclassified RFP and BAA solicitations. Once registered and logged in at the ARC, potential Offerors can click and select the AMoW ARC page under the "Open Source" list. The BAA document files will be posted under the BAA tab on that ARC page. Offerors must also use the Q&A link on the AMoW ARC page to submit a question or comment regarding the BAA, and to view the responses to all questions and comments, including those submitted by other organizations. For technical questions/comments, offerors should reference the topic number in order to better direct and respond to topic questions. Finally, offerors must periodically check the AMoW ARC page for announcements regarding updates or changes to the AMoW BAA. These updates will be made via announcements, additional or revised document postings, or responses to questions/comments made via the Q&A function. Offerors are responsible for maintaining awareness of BAA updates via the ARC as there will be no other source for announcement of updates or changes to the BAA other than the ARC.
