- RFI 2 Attachment - Rev1 REVISED MAY 12, 2014: The response date for this Request for Information is extended through May 21, 2014 to accommodate vendors who were unable to access the initial notice. Furthermore, the attached table is revised to correct an erroneous title for task order DA-01. No other changes are effected with this amended notice. The purpose of this announcement is to post a Request for Information (RFI) notice only. This RFI is for informational planning purposes only and it is not to be construed as a commitment by the Government for any actual procurement of services. This notice does not constitute a solicitation or a promise of a solicitation in the future. This RFI does not commit the Government to contract for any supply or service. The Missile Defense Agency's (MDA) mission is to develop and deploy a layered, ballistic missile defense system (BMDS) to defend the United States, its deployed forces, allies, and friends from ballistic missile attacks of all ranges in all phases of flight. The Missile Defense Agency Engineering and Support Services (MiDAESS) Program Office is developing a future acquisition strategy for the Agency’s Acquisition, Engineering, and Support Services with the emphasis on identifying an acquisition strategy that provides the best value to the Agency in terms of technical capability coupled with improved costs. The current Acquisition, Engineering, and Support services contract, commonly referred to as MiDAESS, is an ID/IQ contract grouped in the following functional capability groups (FCGs): (1) Quality, Safety, and Mission Assurance Support, (2) Acquisition Support, (3) Engineering Support, (4) Infrastructure and Deployment Support, (5) Agency Operations Support, (6) Security and Intelligence Support, and (7) Agency Advisory Analytical Support (Note: the attached table provides a detailed breakout of existing MiDAESS requirements by FCG, functional organization, and task order). This RFI is issued to solicit input from industry on any changes (ranging from minor "tweaks" to wholesale re-alignments) in the alignment of scopes of work that would benefit both industry and the Agency through increased competition, lower costs, and improved support. This is not a request for inputs on the type of contract or contracts to be awarded but instead is a focused effort to identify work groupings for improvements in competition. The Government is interested in industry’s recommendations in changes to work scope or groupings that would provide a better basis for industry to develop and compete for contract and/or task order awards. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this request for information will be safeguarded and handled in accordance with applicable Government regulations. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The Missile Defense Agency will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future acquisition. The Missile Defense Agency is requesting information via e-mail with Windows compatible email attachment on or before May 21, 2014 to MIDAESS2014@mda.mil. Responses are limited to no more than 3 pages, 8-1/2 x 11; use 12 inch font. Questions concerning this RFI should be addressed to Ms. Lynn Washburn, Competition Advocate, at Lynne.Washburn@mda.mil.
