- The Space and Naval Warfare Systems Command (SPAWAR), in support of the Program Executive Office Command, Control, Communications, Computers, and Intelligence (PEO C4I) Shore and Expeditionary Integration Program Office (PMW 790), intends to award a firm fixed price Sole Source Contract under the authority of 10 U.S.C 2304(c)(1) and FAR 6.302-1 to ViaSat Incorporated in San Diego, CA for the production and delivery of six (6) UHF SATCOM Terminals (RT-1828(P)/G) each with four (4) SATCOM channels (total capability of 24 SATCOM channels), redundant power supply, and ViaSat Network Terminal Controller (VNTC) Plus Control software, forty eight (48) UHF SATCOM High Power Amplifiers (HPAs), and (16) ViaSat Network Channel Control (VNCC) software licenses for operation in the Joint (UHF) MILSATCOM Network Integrated Control System (JMINI CS). The JMINI CS is a Navy and Joint-interest program providing integrated, dynamic, and centralized control of UHF MILSATCOM 5 kHz and 25 kHz Demand Assigned Multiple Access (DAMA) and Demand Assigned Single Access (DASA) channels and decentralized web-based management of global resources. As the original designer, sole production manufacturer and sole maintainer of the RT-1828, ViaSat is the only company technically capable in satisfying the requirements covered by this synopsis. The contract award is anticipated to be in early FY15. Final delivery will be required 8 months after contract award in order to meet operational needs. The NAICS Code for this procurement is 334220 with a Small Business Size Standard of 750 employees. The Government intends to issue a request for proposal to ViaSat Incorporated without further notice. This notice of intent is not a request for competitive proposals or a solicitation of offers. A determination of the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
