- DEPARTMENT OF HOMELAND SECURITY UNITED STATES COAST GUARD STATION ERIE, PA SCOPE OF WORK STATION'S SHORE TIE CONNECTIONS UPGRADE 1 COAST GUARD RD. ERIE, PA 16505 U.S. COAST GUARD STATION ERIE, PA TABLE OF CONTENTS SECTION 01 SCOPE OF WORK SECTION 02 COORDINATION SECTION 03 TEMPORARY UTILITIES SECTION 04 SAFETY PROGRAM SECTION 05 ACCESS ROADS AND PARKING SECTION 01 1. SCOPE OF WORK 2. Replace the two existing shore tie connections with two Russell Stoll (PN: DBRS111610000), upgrade the existing 1" conduit to a 2" PVC and upgrade the wiring to a lower gauge to accommodate the 100amps required for the new boats arriving. Saw cut the asphalt and dig a trench from the building to the existing junction box by the haul out pier to install new conduit and repair the asphalt to original condition after completion. 3. A third shore tie connection needs to be install at the south wall pier with the same specifications as above. Dig a trench from the haul out pier to the south wall pier around the embankment to install the 2" PVC conduit. Repair the grounds and reseed the grass to original condition. The contractor need to supply a frame to mount the third shore tie on. 4. Install three 100amps breakers at the emergency panel (PPE) and install ground fault protection. 5. Remove old shore tie boxes and haul away all debris. SECTION 02 1. COORDINATION 2. INTERFERENCE WITH COAST GUARD OPERATIONS: Accomplish work in a manner that causes minimal impact on normal operations. Notify the Contracting Officer's Technical Representative prior to beginning construction. Arrange work hours directly with Station Erie's Engineering Petty Officer, Jaime Caban at (814)838-2098 or 814-434-3544 SECTION 03 1. TEMPORARY UTILITIES 2. GENERAL: Most utilities will be provided on site. (Electricity, Water and Bathroom facilities). Any other service necessary to complete the project has to be provided by the contractor. SECTION 04 1. SAFETY PROGRAM 2. GENERAL: The Contractor is wholly responsible for work site safety. The Contractor shall implement a safety program that protects the lives and health of personnel in the construction area, prevents damage to property, and avoids work interruptions. The Contractor shall provide appropriate safety barricades, signs, signal lights, etc. (see SECTION 01570) as well as complying with the requirements of all applicable Federal, State and Local safety laws, rules and regulations. 3. COMPLIANCE: The Contractor is specifically required to comply with the requirements of the U. S. Army Corps of Engineers "Safety and Health Requirements Manual" (EM 385-1-1, latest version available) and the "Accident Prevention" clause (FAR 52.236-13). Once accepted, this safety plan shall become part of the contract requirements. Note: This review/acceptance does not in any way relinquish the Contractor from responsibility for work site safety nor the obligation to comply with the OSHA regulations found in 29 CFR 1910 & 1926 or any other State or Local safety law, rule or regulation applicable to the contract work. The Coast Guard will fully cooperate with the Department of Labor (Occupational Safety and Health Administration) in their enforcement of OSHA regulations. SECTION 05 1. ACCESS ROADS AND PARKING 2. ACCESS: The base is located at the end of Presque Isle State Park 1 Coast Guard Rd. Erie, PA 16505. 3.
