Description
Title: JSOC Capabilities and Technology Expo (JCTE) Description(s): JSOC has assembled a SECRET REL FVEY listing of approximately 100 Special Operations Force’s (SOF) technology and capability needs. On 10 June 2014 JSOC will host up to 250 SECRET cleared industry representatives to discuss this list of needs and potential opportunities to partner with industry to address them through Cooperative Research and Development Agreements (CRADAs). SYNOPSIS: JSOC Capabilities and Technology Expo (JCTE) A. INTRODUCTION: This notice is NOT a Broad Agency Announcement (BAA), solicitation for proposals, proposal abstracts, or quotations. The Joint Special Operations Command (JSOC) mission is to conduct studies; training; exercises; research, development, testing, and evaluation; and acquisition and procurement to ensure interoperability among special operations forces (SOF), general purpose forces, and interagency and foreign partners. JSOC has assigned and attached subordinate units and may deploy to support Geographic Combatant Commander's training, exercises, activities, and operations. Many in industry have expertise, capacity, funding, and a desire to better understand and invest in SOF unique needs. It is JSOC’s desire to inform and influence industry’s internal investment decisions in areas that address SOF’s most sensitive and urgent needs. Factors that make this unique collaboration opportunity attractive include: 1) Increasing Military Budget Austerity - SOF is a judicious transition partner whose future resourcing is the most well-preserved of the military Services. It is JSOC’s desire to improve collaboration in an era where budget austerity tends to erect barriers to open communication. 2) Intellectual Property (IP) - The commercialization of dual-use (government/ commercial) technology can reduce costs to the government, but government contracting IP clauses often restrict industry’s ability to capitalize on their own IP. Our proposed collaboration model preserves and protects industry’s ownership of their intellectual property. B. OBJECTIVE: The purpose of this Special Notice is three-fold: 1) generally, to better inform cleared elements within industry of JSOC’s unique needs to remotely influence industry’s research and development decisions; 2) inform industry of the 10 June Technology Expo; and 3) specifically, to enter into direct collaborative Cooperative Research and Development Agreements (CRADA’s) with select partners who’s technology offers the greatest potential to address JSOC’s needs. Note: The Expo will be conducted at the Booz Allen Hamilton facility located at 8283 Greensboro Drive, McLean, VA 22102. The CRADA relationship provides industry a more intimate “hands on” collaborative relationship with users, combat developers and program planners with the goal of speeding transition of capability from the laboratory to the field. The CRADA also offers enhanced IP protection for industry. “ Designated under the Federal Technology Transfer Act of 1986 (P.L. 99-502) (which amended the Stevenson-Wydler Technology Innovation Act of 1980 (P.L. 96-480)), a CRADA is intended to speed the commercialization of technology, optimize resources, and protect the private company involved. A CRADA allows both parties to keep research results confidential for up to five years under the Freedom of Information Act. ” The focus of the Expo is to provide industry partners with an increased awareness and context of the Command’s technology and capability needs and technical areas of interest and will include: 1. Introductory briefing by the JSOC Commander, LTG JOSEPH L. VOTEL III. 2. JSOC Subject Matter Experts discussing technology and capability needs within their respective areas of expertise in several breakout sessions. These areas of expertise will include: a. Breaching b. Communications c. Electronic Warfare d. Fire Support e. Information Technology f. Intelligence, Surveillance and Reconnaissance g. Knowledge Management h. Lighten the Load i. Mobility j. Scalable Effects Engagement/Non-Lethal k. Power and Energy l. Soldier Survival m. Target Engagement n. Visual Augmentation o. Other Need Areas 3. A reading room where industry partners will have the opportunity to read and take notes on JSOC’s documented technology and capability needs within each of the above areas. 4. An opportunity to receive a paper and/or digital copy of the JSOC list of technology and capability needs following the event. JSOC does NOT anticipate issuing Requests for Proposals and/or awarding contracts as a result of this Special Notice. Instead, JSOC aims to work towards collaborative agreements with selected Industry partners as they develop proprietary technologies for the market which address specific JSOC technology and capability needs. JSOC anticipates entering into approximately 5-25 CRADA’s. Under each CRADA JSOC will provide: 1) a technical and programmatic POC; 2) copies of any testing conducted; 3) a JSOC Tech Assessment (JTA) summarizing our view of the technology and its potential to include candid non-attributable quotes from all assessors across the JSOC enterprise; and 4) JSOC’s highest level sponsorship for participation in a SOCOM Technical Experimentation event to demonstrate the technology to participants from the SOF community at large to include MARSOC, USASOC, WARCOM, AFSOC and the SOCOM HQ. C. EVENT SPECIFIC INFORMATION: All attendees must be U.S. citizens and possess a valid US security clearance at the SECRET level or above. Attendees desiring to receive a paper copy of JSOC’s capability and technology needs following the event must have a current Facility Clearance Level (FCL) of at least SECRET and the ability to safeguard SECRET information (classified storage). Attendees desiring to receive a compact disc of JSOC’s capability and technology needs following the event must have a current FCL of at least SECRET, the ability to safeguard SECRET information (classified storage) and an accredited Automated Information System (AIS) at the SECRET level. FCL information will be validated using the Industrial Security Facilities Database (ISFD). Facility Security Officers (FSOs) must certify that the company has an accredited AIS in order to receive a CD of the JSOC capability and technology needs. All cell phones and electronics will be collected prior to entering the Expo area. Classified notes will be collected prior to each individual’s departure and mailed at a later date if all security requirements have been met. D. ATTENDEES: JSOC desires creative engineers, scientists, designers, technicians, system developers and project managers to attend this event. Highly qualified candidates should register early as space is limited. All attendees must attend the introductory briefing by JSOC leadership at 0900 on 10 Jun 2014. Attendees are responsible to coordinate their lodging and transportation requirements. Attendees will receive additional administrative requirements for attendance and other event details via the expo website on or after 21 May 2014 as detailed in paragraph E. E. REGISTRATION: The JSOC Capabilities and Technology Expo registration website will open on or after 21 May 2014. The registration website address will be published to FedBizOps in an amendment to this Special Notice on 21 May 2014. Registration will close when 250 confirmed/approved registrants have been validated and/or NLT 5 June 2014. There will be one (1) attendee permitted per CAGE code; six (6) attendees per Company; up to the first 250 personnel confirmed and approved to attend. The registration website will provide further information for sending personal security clearance information on attendees and to request a copy of the capabilities and technology needs list. All participants must register on the website on or after 21 May 2014 to attend. Registration will not be accepted onsite the day of the event. F. SPECIAL NOTICE: JSOC will utilize contractor consultant/advisors to assist with the execution of the Expo. All advisors shall comply with procurement integrity laws and shall sign non-disclosure agreements. The Government shall take into consideration requirements for avoiding conflicts of interest and ensure advisors comply with safeguarding proprietary data. Contractor consultant/advisors will also be involved in follow on collaboration with selected Industry partners, including managing and maintaining the DoD Techipedia websites and other tasks JSOC assigns.
