- Synopsis Federal Motor Vehicle Safety Standards (FMVSS) Side Impact Testing This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. Objective: The Contractor shall provide all qualified personnel, facilities, services, materials, supplies, and equipment (unless identified as Government Furnished Property [GFP]) necessary to perform the inspection, dynamic testing, and reporting services for the following tests: •· Full-scale vehicle side impact movable deformable barrier (MDB) crash testing and side impact oblique rigid pole crash testing for the New Car Assessment Program (NCAP); •· Indicant testing in accords with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) No. 301, "Fuel system integrity," and FMVSS No. 305, "Electric-powered vehicles: electrolyte spillage and electrical shock protection;" and •· Supplemental NCAP child dummy and side air bag out-of-position testing; Background: The New Car Assessment Program (NCAP) is a consumer information program. Its major goals are to: 1) provide consumers with relative safety rating information to assist them in their vehicle purchasing decisions and 2) motivate automobile manufacturers to design vehicles to a higher level of occupant protection by using market forces. NCAP requires that test results be released to the public as quickly as possible so that consumers can use this information in their vehicle-purchasing decisions. In addition, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) requires new passenger vehicles to be labeled with safety rating information published by the National Highway Traffic Safety Administration (NHTSA). The work described in this effort will enable the agency to meet its mission by assuring that motor vehicles meet the requirements of the consumer information program. Period of Performance: NHTSA intends to award one Indefinite Delivery Indefinite Quantity (IDIQ) contract with a period of performance of sixty (60) months. This procurement is for full and open competition. The NAICS code is 541380. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release.
