Sources Sought Synopsis Attachment 4 Attachment 3 Attachment 2 Attachment 1 SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) This is a Sources Sought Synopsis; there is no solicitation available. Requests for a solicitation will not receive a response. This Sources Sought Synopsis is published for market research purposes. This market research will be used to help determine if this may be a competitive acquisition, or if a set-aside for any small business program is appropriate. Sources including small business (SB), 8(a), Hubzone, Women Owned Small Business (WOSB) and Service-Disabled Veteran-Owned small business (SDVOSB) are being sought. Please review this announcement, including all attachments, in their entirety. Request that prospective offerors (including SB, 8(a), HUBZone, WOSB, & SDVO small businesses) complete and return a Capabilities Statement as described below and at Attachment 1 to identify firms who possess both the capability and experience to provide the item described in Attachment 2. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm or other entity that receives or responds to this announcement. The Operational Contracting Branch, Technology Support Section at Wright-Patterson AFB, Ohio anticipates issuing a Commercial Request for Proposals for Air Force Institute of Technology (AFIT) Student Research Associates Recruiting Services and is seeking potential sources, including small businesses. The Government anticipates a competitive acquisition for this award. The contractor shall provide all personnel and materials needed to provide AFIT Student Research Associates Recruiting Services in accordance with the information in Attachment 2, Performance Work Statement, included in this posting. In addition to the information requested in the paragraph below, entitled "Capabilities Statement," responding parties must also indicate their size status in relation to the applicable North American Industry Classification System (NAICS). The NAICS Code is 611710-Educational Support Services with a Size Standard of $14 Million. Firms responding should indicate their size in relation to this size standard, and indicate socio-economic status (SB, 8(a), SDVO, WOSB, and Hubzone). The FSC Code for this acquisition is R499. Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition. This acquisition currently does have an incumbent; the current AFIT Student Research Associates Recruiting Services is provided by Southwestern Ohio Council For Higher Education. CAPABILITIES STATEMENT Interested parties must complete and submit a Capabilities Statement, with the cover sheet (Attachment 1) provided, that is brief and concise, yet clearly demonstrates ability to meet the stated requirements in the draft Performance Work Statement (Attachment 2) and Sample Task Order Requirements (Attachment 3 and 4). The Capabilities Statement should clearly present evidence that the interested party is fully capable of providing the required service and as such may contain any information that the interested party feels is relevant to the information in Attachment 2, 3, and 4. Attachment 2 is the Performance Work Statement that provides the scope for the entire contract, Attachment 3 is a sample Task Order Requirement for Undergraduate Associate and Attachment 4 for Advanced Graduate Associate that provides the typical scope of a task order that may be issued from the overall contract. A maximum of 20 pages may be submitted, not including the cover sheet. Capabilities Statements are to be presented in accordance with Attachment 1 to this sources sought synopsis entitled "CAPABILITIES STATEMENT." Interested parties are also encouraged to provide feedback regarding the information in Attachment 2, including a list of any additional information that they may be required to provide a proposal for this acquisition. (The Government may not be able to provide all of the information requested.) This request for feedback is for market research purposes. This market research will be used to help determine if the current draft PWS needs revision or clarification. Please review this announcement, including all attachments, in their entirety. Request that prospective offerors return any questions, comments, and concerns regarding the draft PWS in Attachment 2. Any information submitted by respondents to this sources sought synopsis/request for information is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any government assessments. The Government's assessment of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, WOSB, 8(a), etc.). POINT OF CONTACT: Responses may be submitted electronically to FedBizOpps (FBO) (www.fbo.gov) under this Sources Sought Synopsis as a document package to be received no later than 0900 am. Eastern Time, Monday, 09 June 2014. Any questions concerning this acquisition should be directed to teresa.kim.1@us.af.mil. Be advised that all correspondence sent via e-mail shall contain a subject line that reads "AFIT Student Research Associates Recruiting Services -Sources Sought Response." Note that email filters at Wright-Patterson AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe, or.zip files). Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that.zip or.exe files are not allowable attachments and may be deleted by the e-mail filters at Wright-Patterson AFB.
