- Amendment 002 (A002) - Additional Questions and Answers (Q&A) A002: Amendment 002 (A002) Questions and Answer: Desk Study (DS) Worldwide - Power Transmission, Distribution and Smart Grid Applications/RFP-PO201491166 Q1) Could you clarify the following statement: "Requests for USTDA assistance are made by either public or private sector project sponsors for implementation in developing and middle income countries." Generally, Answer: USTDA follows the World Bank's country income classifications. There is no specific regional focus anticipated. Q1a. Which countries are considered middle income countries? Q1b. What countries are middle income countries in Latin America? Q1c. Is there a specific regional focus for these studies? Q2) Could you clarify the following statement: "Award is limited to U.S. firms or U.S. individuals. Contractor and U.S. subcontractor employees used shall be either U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence in the United States. Contractor use of subcontractors is limited to less than fifty percent of the proposed price." Please Refer to Annex II of the Scope of Work (SOW). Also, stated in combined synopsis Line Item 6 - Set-Aside... Non-US Citizens lawfully admitted for permanent residence in the United States. Q2a. Can non-U.S. companies be used as subcontractors? If so for what percentage of the proposed price? Q2b. Can non-U.S. citizens without permanent residence be used as subcontractors? If so for what percentage of the proposed price? Q3) Could you clarify the following statement: Answer: "The Contractor shall provide up to 7 project or proposal reviews (a "Business Confidential Analysis and Recommendation") to USTDA" Q3a. Is there a guaranteed amount of project proposal reviews for the contractor who wins the contract? How many are expected? Answer: We anticipate requiring all 7 reviews. Q4) Is there a schedule or anticipated dates for the 7 task orders? Answer: No Does USTDA have any idea of which geographical areas the 7 projects will be coming from? Answer: The projects could potentially come from any of our 5 regions (East Asia; Latin American and the Caribbean; Middle East, North Africa, Europe and Eurasia; South and Southeast Asia; or Sub-Saharan Africa) Could there be more than 7? As stated in the Scope of Work, Answer: "The Contractor shall provide up to 7 project or proposal reviews...to USTDA...." Q5) Will only one contract be awarded or will USTDA select more than one? Answer: Only One Contractor Q6) Is there an incumbent for this requirement? If so, please identify the firm. Answer: No
