Description
The U.S. Army Contracting Command, Aberdeen Proving Ground, Natick Contracting Division, has a requirement in support of the US Army Medical Materiel Development Activity (USAMMDA) to conduct a literature search to explore the efficacy of HBOT for patients suffering from the consequences of TBI and review and analyze the impact of mixed study results and identify the validity of reported placebo effects with Samueli Institute under the authority of FAR Subpart 13.106-1(b)(1). Samueli Institute has proven experience in exploring the placebo effect within other clinical research studies. Samueli is currently supporting, or has supported, no less than 13 DoD contracts using their proprietary Rapid Evidence Assessment of the Literature (REAL) system for the rapid identification of the literature relevant to a particular subject matter area; alternative therapies and placebo research. The REAL methodology requires expertise in literature searching, valid grading of scientific evidence and synthesizing of the totality of the evidence, all performed within a narrow timeframe and in a specialty area of medicine/wellness/health promotion and human performance. The study requires that current scientific leadership and subject matter expertise remain intact to avoid significant delays and significant cost overruns.
