- The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) is seeking information from industry in order to improve the understanding of their capabilities to provide the scientific and technical support services relevant to the requirement needs described herein for the National Centers for Coastal Ocean Science (NCCOS), Center for Coastal Monitoring and Assessment (CCMA), and Center for Sponsored Coastal Ocean Research (CSCOR). This information is sought for planning purposes only and is issued in accordance with FAR Provision 52.215-3, Request for Information or Solicitation for Planning Purposes (OCT 1997), provided at: http://www.acquisition.gov/far/current/html/52_215.html#wp1144503. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. The anticipated North American Industrial Classification System (NAICS) code is 541712 Research and Development Physical, Engineering, Life Sciences (except Biotechnology). The small business size standard for this NAICS code is 500 employees. All interested sources are encouraged to address their capability to provide all of the below requirements. Interested sources shall state their size status given the NAICS code herein. The nature of the work to be performed is scientific and technical support services. Services may include the collection, application, and analysis of physical, chemical, biological, remote sensing, atmospheric, contaminant, and land use data relevant to the Nations Coastal Zone. The services will require personnel whose primary purpose is to provide research, development and science support that requires expert skill often at the Ph.D and Master’s level with knowledge and experience in one or more of these areas: design of field collection programs, collection of field data by SCUBA (self-contained underwater breathing apparatus), collection of field data on ships and aircraft, remove sensing methodologies, chemical impacts, invasive species, data base management, data and statistical analysis, Geographic Information Systems (GIS). Submitted Capability Statements shall include the following: (1) Company name and address (2) DUNS number (3) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business, as validated via the System for Award Management (SAM) (4) Company point of contact - name, phone and email address (5) Demonstration of the capabilities for meeting all of the requirements listed below: a. Sampling Program Design: Design a field sampling program for the central U.S. Caribbean that specifies sampling station locations and sampling frequency to assess the changes if any in the composition and abundance of coral reef fish populations over time or after an acute event, such as an accidental ship grounding on the reef during a hurricane. b. Data capture: Work with a team of scientists to record the fish species present and their abundance on a coral reef at a number of sites by SCUBA and/or snorkeling. c. Data entry and verification: Enter data from field sheets or other hard copy documents and/or obtain data from an outside organization in one of various formats (spreadsheet, statistical package data set, or data base management system) and verify the entered data by comparison with field sheets and writing database programs to identify outliers and possible errors in the data. d. Data and statistical analysis and graphic display: Write computer code to shape and subset the data. Analyze the data using conventional statistics and pattern identifying methods such as principal component analysis or cluster analysis. Visually display the data and analytical results using plotter output. e. GIS analysis: use ARCView or ARC/INFO package to show spatial patterns in the data. f. WEB design and maintenance: Design, implement, and maintain a WEB site to present the results of a completed or ongoing project. g. Human Dimensions: Developing a human dimensions program within an agency or organization that links nature sciences with human valuation of oceans and coastal use. h. Report and publication preparation: Organize and prepare written reports for various aspects of project, sampling design and justification, Powerpoint presentations, and scientific journal publications. i. Provide scientific expertise to develop an algorithm to detect clear, partly cloudy, and cloudy pixels in satellite data. This task will utilize multi-spectral information to classify each pixel. The cloud detection algorithm will provide clear and cloudy pixels to other operational products. j. Conduct habitat assessments in the field to determine the accuracy of benthic habitats maps that were derived from remote sensing imagery. k. Modify, improve, and evaluate algorithms producing currently operational products such as reef fish ecological predictive models. l. Provide science support for the development and evaluation of new models to predict species habitat utilization patterns. m. Adapt existing or develop new algorithms for STELLA Models in such areas as species population dynamics. n. Develop a methodology to collect and save certain data from the NOAA operational data streams. These tasks may entail collection of data from numerical models, operational satellite data, derived satellite products, and ground data. The data sets will have to be merged, documented, and made available to the science community. o. Develop and implement biological monitoring programs to define boundaries of marine protected areas. p. Develop procedures to process AIRS data into radiance and geophysical products. q. Develop ecological models to conduct impact assessments under various management strategies. r. Implement the use of acoustic sampling equipment to define species migration patterns. s. Perform scientific analysis/research in support of chemical impacts for environmental measurement. D evelop coastal land use data in designated areas; evaluate the rate of copper use and analyze associated copper data to determine how much ends up in associated water bodies; develop algorithms describing copper speciation and complication in the water bodies; and investigate the possibility of linkage with a hydrodynamic model. t. Assist in the development of a monitoring program for early detection and monitoring of coastal alien species for areas of concern (coral reefs, harbors and ports, and marine protected areas) with standardized monitoring protocols. u. Perform oceanographic remote sensing with the use of existing time series of satellite imagery and moored data; Design field sampling, apply relevant programs and devising new analysis solutions to integrate the data, prepare reports, papers, and data sets for users and present results. v. Provide professional, administrative, or technical services in support of each member’s initiatives and assigned missions including programmatic support, analyze and review program management policies, produce outreach materials. w. Provide administrative support to the Director and staff of an active research center in answering telephones, filing documents, schedule appointment, and prepare domestic and international travel order and vouchers. Standard brochures will not be considered a sufficient response to this notice.
