Description
NASA/ARC intends to extend contract NNA11AC17C with Mosaic ATM, Inc. on a sole-source basis pursuant to 10 U.S.C. 2304(c)(1), Only One Responsible Source. The performance period will be extended for six (6) months from September 22, 1014 through March 31, 2015 and will increase the current value. The Government does not intend to acquire a commercial item using FAR Part 12. The principle purpose of this contract is to conduct research and development for Continuation and Expansion of Integrated Arrival/Departure/Surface Scheduling Research and Field Evaluation. This extension is in the Governments best interest in order to provide continued research into improving metroplex operations to maintain momentum for the Tactical Departure Scheduling Terminal (TDS-T) research activity in preparation for possible inclusion in a Integrated Arrival/Departure/Surface (IADS) demonstration activity. The current contractor, Mosaic, is considered the only Contractor that can meet ARC's needs given the short period of performance for the extension. Awarding a six month contract to another Contractor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition of the extension as well as unacceptable delays in fulfilling ARCs critical requirements. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the effort in writing to Margaret Maraist at margaret.a.maraist@nasa.gov not later than 4:30 p.m. PDT on May 23, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
