Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this Special notice is for informational purposes only. The USDA-ARS-NCAUR-PEORIA, IL intends to award a sole- source procurement to Biolog, Inc. 21124 Cabot Blvd, Hayward, CA 1130, pursuant to the authority of 41 U.S.C 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. The award will be for a Brand Name Gen III OmniLog Combo Plus System which is an automated microbial species identification system with the following capabilities: (1) ability to identify more than 1,300 species of aerobic Gram negative and Gram positive organisms, 350 species of anaerobes, and 260 species of yeast; (2) ability to handle 50 microplate samples at once; (3) re-dox dye based chemistry used to indicate an organism's capability to metabolize the various substrates loaded into the wells of the microplate; (4) species in the identification database must include environmental, marine, veterinary, agricultural, and clinical microorganisms; (5) data management software must have self-diagnostic capability. The software must also possess the capability of performing cluster analysis and allow the user to compare other patterns in the database with the identification presented and to allow for the creation of custom, user defined organism databases; (6) upon identification the data management software must provide the top identification choices possible in the database. The system must allow the user to compare other patterns in the database with the identification presented; (7) the instrument system must be capable of incubating samples and taking readings at fifteen minute intervals; (8) the system software must be able to interpret the results and the system must be able to automatically report the identification results; (9) the system must ship with a computer specifically configured to operate the instruments of the system. In addition, the system requires the use of proprietary Biolog, Inc. MicroPlate test panels, which are automatically read and analyzed by the identification software. Biolog, Inc. is the sole manufacturer of these MicroPlates. No other microbiological identification system uses Biolog, Inc. patented carbon-source utilization technology and there are no authorized re-sellers of Biolog products within the United States. The Government intends to award a firm fixed price Purchase Order for the supplies on or about May 20, 2014, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. The NAICS code for this action is 325413. ARS requires that all contractors doing business with the Acquisition Office must have an "Active Registration" in SAM (System for Award Management). No award can be made unless the contractor has an active registration in SAM. For additional information and to register, please access the following website: http://www.sam.gov Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The government will consider all responses received by 8am local time May 19, 2014. Information received will be considered solely for determining whether to conduct a competitive procurement. If no written responses are received after the publication of this notice, the purchase will be awarded without further notice.
