- General RFI instructions RFI detailed information for automated staffing tool. RFI- General Instructions This Request for Information (RFI) is a request for interested parties to provide specific information regarding the existence and availability of A VENDOR CONFIGURABLE OFF THE SHELF AUTOMATED STAFFING TOOL serving the Personnel Force Innovation (PFI) Program Recuiting and Staffing activities. An available product with a 30 day completed confirguation schedule is required. The staffing tool must be in compliance with Information Assurance (IA) policies and procedures addressed in " Department of Defense Instruction 8582.01- Security of Unclassified DoD Information on Non-DoD Information Systems". http://www.dtic.mil/whs/directives/corres/pdf/858201p.pdf. This is for information only; an estimate of price is requested. No quotes at this time. See attached Request for Information Document for specific description, questions, and instructions regarding the vendor configurable off the shelf staffing tool. Summary of Request: 1. Information regarding current users By issuing this RFI, DFAS seeks feedback from capable vendors. The Government does not intend to issue a solicitation or award a contract on the basis of this RFI or to otherwise pay for any information received in response to this RFI. Any information received in response to this RFI that is marked proprietary will be handled accordingly. Information submitted under this RFI will not be returned. Question regarding or responses to this RFI must be in writing and submitted to diane.hulett@dfas.mil. No telephonic inquiries or submissions will be accepted. Please label any correspondence and email subject line heading with the cited RFI number. REQUEST FOR INFORMATION PURSUANT TO FAR 15.202(e) INTRODUCTION The Defense Finance and Accounting Service (DFAS) contracting is requesting information on a VENDOR CONFIGURABLE OFF THE SHELF AUTOMATED STAFFING TOOL that performs a comprehensive and dynamic web-based automation system suited for PFI's mission to assist DoD agencies in filling critical workforce needs with reserve service members. The target audiences for this tool are guard and reserve service members obtainable for temporary tours of active duty. The client would like to subscribe to the site to use the tool. The staffing tool must be in compliance with Information Assurance (IA) policies and procedures addressed in "Department of Defense Instruction 8582.01- Security of Unclassified DoD Information on Non-DoD Information Systems". http://www.dtic.mil/whs/directives/corres/pdf/858201p.pdf. We are looking for vendors who have the capability to configure an existing recruitment program within a short period of time for government use. 1. What is the estimated cost of the tool? 2. How much training is needed to use the tool? 3. What is the average length of time needed to become proficient in using the tool? DESCRIPTION OF CAPABILITY FEATURES soft features: • User ready / User friendly / No major training event required from the supplying vendorv • Intuitive design for ease of use • Vendor responsiveness to any issues with the tool, corrective actions taken within a 24 hour period. • Updates and maintenance for the site. • Planned corrective action for system failure (downtime). Functional features/applicants: The application shall be an all-inclusive automation tool with the following attributes: • advertise open positions • allow applicants to create a login account and applicant login profile • allow to apply for specific positions of interest. • contains applicant's knowledge, skills, and abilities • ability to upload multiple document attachments (e.g. resume, military biography, performance reports) • tracking, sequencing, and progressions- manages and monitors applicants' status such as contacted, interviewed, selected, accepted, declined, failure to reply, and cancellation for qualifications determination. • a prioritized task list for staff recruiters that identifies the more urgent workflow processing actions to be completed based on a follow-up date and disposition notes entered by the Recruiter. • Online, ad hoc, canned, or customized reporting of all activities at every step or event including metrics related to hiring cycle time and applicant sourcing data. • Reporting functionality should include lists of and number of individuals on tour and data associated with those individuals (rank, branch of service, etc) • Robust and dynamic communications suite to include: i) Warning/notices delivered by email to candidates at specified intervals in the application and staffing process that provide information on deadlines, progress, and updates. ii) Automatic generation of notifications to hiring managers that candidate lists are available for review, assessment, and selection. iii) Email notifications of newly added positions (job alert) to users based upon specific preferences for geographical, position classification, and agency/department attributes iv) Ability to configure email auto responders and mail merge features. v) Talent Pool that gives recruiters the ability to identify applicants and registrants that meet specified skills and experience profiles (Education background, languages, certifications, etc). vi) Ability to mass email applicants/registrants that meet specified skills/education requirements to notify them of position openings. functional features/PFI Staff: • Applicant lookup features • Allow single or open-continuous job postings / multiple locations / multiple ranks / multiple branches of service. • enable staff to place virtual follow up dates on workflow actions • recruiter searches of applicant skills database for key words or for specific qualifications. • Dynamic Contacts Management: staff should be able to find and manage the contact information for customers and the individual points of contacts within each agency. • Customization forms necessary for applicants and for staffing workflow processes. • Tracking and reporting on recruiting source effectiveness including applicant flow from specific sources and tracking applicants from certain sources such as paid advertising and job fairs. • Automatic notification/alert to PFI Staff when a customer has selected an applicant. Functional features: Defense agency customer/ "review/hiring" activities: • intuitive interfaces that enables representatives from defense agencies to locate the PFI website and easily submit a request for position management system login account. • Ability to create login accounts for hiring managers so they are able to draft and submit position orders, review and select candidates, and generally manage their positions, candidates, and selectees in the PFI system. • Intuitive process for hiring activities to review, score, and reject or hire applicants that allows for easy comparison of applicants. Scoring is the key piece. Functional features/ Applicant portal or career site: • A streamlined, efficient, and intuitive interface that enables an applicant to easily progress from reviewing an open position to successfully submitting an application for a tour. • Applications status view for applicants when logged into website. • Ability to set "job alerts" within the applicant login profile so as to be notified by email when a newly advertised position meets pre-set criteria with regard to geography, grade or rank, PFI customer agency and keywords matching the position title and description. • RESPONSE FORMAT & CONTENT • Please be brief in your response. This is a request for capability. Extensive detail is not required at this time. • The Government requests the vendor provide the names and points of contact of other Government agencies and commercial companies now using this tool. • Responses shall briefly address the Product Capability Features section. • Responses should briefly address your technical capabilities to configure your existing framework to the functions required. Responses should also indicate the degree to which the respondent and its business partners could perform the technical features needed. • All responses must include the official name of the firm or entity submitting the response. • Response must include estimated market research pricing.
