- Draft PWS - SPE7MX14R0106 Please see the attached PWS outlining the Government's program requirements for this project. The Government is seeking comments regarding the PWS' requirements. The project is intended to support the purchase of sustainment spares for the following 6 military vehicles manufactured by General Dynamics Land Systems (GDLS): 1) Abrams Main Battle Tank, 2) Stryker Family of Vehicles, 3) Light Armored Vehicle Family of Vehicles, 4) Cougar, 5) Buffalo, and 6) RG-31. Initially, the project will contain approximately 200 NSNs with an annual demand value of $40 to $50 million per year for 5 years. The intention of the project is to continue to add NSNs throughout the life of the contract. Ultimately the project's NSN count may reach several thousand and be in excess of $100 million per year. The awardee will be responsible for providing end to end logistics support in an effort to 1) maintain industrial preparedness through configuration management, obsolescence management, and supplier base maintenance, 2) sustain at least current material availability levels and 3) reduce material costs to DLA's customers in support of the above GDLS vehicles. An awardee selected for this acquisition will not merely provide individual spare part support, but will also be required to perform supply chain and inventory management, delivery, warehousing, transportation, material forecasting, and industrial preparedness support in order to mitigate the impact of obsolete parts and configuration management changes. An integral component of this project is the ability to supply a wide array of items which will require relationships with the current manufacturers of the required items including the Original Equipment Manufacturer (OEM) GDLS. The intent of this project is to make an award to a single integrator for the program. The Government is also seeking to understand the capabilities of the interested parties. In addition to supplying comments about the PWS, please also supply the following information about your company's capabilities. 1. Your company's ability to manage/forecast demand for up to several thousand NSNs. 2. Your company's ability to process hundreds to thousands of delivery orders for customer direct delivery. 3. Your company's warehousing capabilities. 4. Your company's financial capability to support the project. 5. Your company's knowledge technical design knowledge of the Abrams Main Battle Tank, Stryker Family of Vehicles, Light Armored Vehicle Family of Vehicles, Cougar, Buffalo, and RG-31. 6. Your company's ability to keep the Government apprised of the most recent obsolescence issues, design changes, supplier base updates resulting from obsolescence and design changes, and the inventory management impact of obsolescence and design changes.
