- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is being set aside 100% for Small Businesses. The Solicitation No. is A14PS00483 and is a request for proposals. The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. The Bureau of Indian Affairs (BIA) has a requirement for Accounting Consulting Services for the Student Banking system operated at Haskell Indian Nations University (HINU), located in Lawrence, Kansas. BIA anticipates award of a Firm Fixed Price (FFP) contract as a result of this request for proposals for one base year and four option years not to exceed five years. The first base year will be effective 7/1/14 6/30/2015. The North American Industrial Classification System (NAICS) code is 541211, Offices of Certified Public Accountants, with a small business size standard of $19mil. Contractor must be registered in SAM as a small business under this code. The following documents are attached for your review and use in providing your proposal. 1.Statement of Services (SOS) 2.Bid Schedule Instructions, Conditions, and Notices to Offerors Proposals must be submitted in accordance with the RFP. Failure to submit the aforementioned information correctly shall make your offer non-responsive, and it shall not receive consideration for award. Section 1: should include companys technical qualification, past performance, personnel qualifications and management capabilities. Section 2; price proposal as outlined in the attached Bid Schedule, and should be inclusive of all costs, to include all labor, materials and travel to provide the service. Due to the limited amount of time on campus, a background security check is not required. FAR Clauses The following clauses apply to this acquisition: FAR Clause 52.212-01 - Instructions to Offerors Commercial Items; FAR Clause 52.212-3 - Offeror Representations and Certifications Commercial Items; FAR Clause 52-212-04 - Contract Term and Conditions Commercial Items; FAR Clause 52.212-05 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; FAR Clause 52.217-8 Option to Extend Services (NOV 1999); FAR Clause 52.217-9 Option to Extend the Term of the Contract (MAR 2000); FAR Clause 52.232-18 Availability of Funds. (APR 1984). FAR Clause 52.212-2, Evaluation Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical Qualifications to include personnel qualifications and management capabilities 2. Past Performance 3. Price Technical and past performance, when combined, are equal to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. S. Department of the Treasury's Invoice Processing Platform System (IPP).
